APPROVAL OF BUILDING PERMIT APPLICATIONS: Mayor Meyer indicated that he did not want to “step on the toes” of the Planning and Zoning Commission that reviewed the project applications but did not come back with a firm ‘approval’ or ‘disapproval,’ Following discussion by members: Motion (Mewes), second (Carmichael), followed by 3-0 affirmative vote to approve building permit applications: Janelle/Steve Hurley (#20-2 for fence), and Robert Bradley (#20-1 for building). Applicants will be notified of approval and fees.

GRANT APPLICATION: HOUSE DEMOLITION (CAROTHERS):City Attorney Carothers was available by speaker phone. Issues addressed and supported by agreement of Mayor and Council were: 1. City agreement for (4-structure) participation ($15,000 indicated as City input) in a Thomas Foundation Grant (Wymore & Blue Springs) for another project of demolition of dilapidated buildings. Carothers will have application prepared for approval at next Regular meeting. 2. Carothers will contact Rob and Chet (building inspectors), (had not done so to date due to impact of Covid-19 restrictions/suggestions) and will make provisions for the issuance of an inspection warrant for properties selected for upcoming demolition project.

OTHER: 1. Carothers will continue effort with an individual in reference to assisting with the execution of an quick claim deed, with end result anticipated to be City acquisition of the property. It was noted that the individual is back living on the premises (per Reedy). It was reported by Carothers (in response to Reedy inquiry), that a previous City acquisition with unresolved issue to taxes/ownership listing has been resolved (through contact with Assessor and Treasurer) , and resulting also in a desirable (noted by Mewes) reduction in yearly taxes. 2. It was noted that there is a full-time camper (tent) in Feit Memorial Park, and complaints have been made. In absence of City restrictions about camping, Carothers will request Gustafson to send an officer to “visit with the camper” to establish intent, and suggested “that type of contact may well encourage the camper to move on.” 3. It was also noted that a request (by Dean Cole) has been made that the tennis court be power- spray cleaned, and also that the table in Feit Park be painted - “hopefully within the next two weeks.” 4. Employee Pike indicated that the “auger is fixed,” and also, when asked by Mayor Meyer, that all other equipment is in working order.

BRIDGE - JOHN HILL: John Hill provided preliminary information about CBMP eligibility (Urban Local Roadway classification, ADT: 300 Roadway paved. Existing Structure is a 2 span 39’ steel girder bridge with 18 ft (deck to flow line). Not within a ZONE A. Preliminary estimate could be a single 12’ (wide) x 8’ (rise) concrete box culvert. Following discussion, a motion was made by Council member Reedy, seconded by Mewes, and approved in a 4-0 affirmative vote for the County Engineer (rather than City engineer, based on wide experience with bridge needs assessments) for estimated cost for changes. Within a Bridge Match opportunity, State 55% of cost, City 45% of cost or City $45,000 of estimated $100,000. Bridge Match program would be presented in fall and a next year potential project.

FEIT MEMORIAL PARK & CITY PARK: REVITALIZING PARK BOARD (DEAN COLE): (Current Committee: Reedy/Mewes): Dean Cole addressed members. Aspects of discussion were: 1. Request for portable toilet -- (April 1 - Oct. 1) at Feit Memorial Park to correlate with University of Nebraska canoeing/kayaking program (April- July) (They very much appreciated it last year.), and for local campers, trailhead participants, fishermen, mushroom hunters, etc. Council member Carmichael suggested determination be made focused on highest usage timeline, with possible time extension, as circumstances indicate. Final decision was made to schedule a portable toilet at Feit Park from April 1 - July 1, 2020, with extension later - depending on use factors. 2. Potentiality of permanent toileting facility: At Feit Park (comments by Meyer, Cole, Pike) - Cole indicated that it is easier to get a grant for permanent improvements. Members discussed future variables, as hook up to sewer (with Pike to make contacts to evaluate the situation), -- or installation of a tank. 3. Playground mulch: Carmichael brought up need for playground mulch at the City Park, with Mayor Meyer, Council members Neumann and Reedy, and Employee Pike in agreement. A previously offered “sale” price of 10 - 75cf Nuplay ETI Nuplay rubber mulch coated earthtone (Sterling West), at $425 per bag ($4,250) has expired, and members agreed for Employee Pike to contact them again about current pricing. 4.Tennis Court recommendations/needs: Clean up, power washing, grant pursued by Cole for replacing lights ($16,000?/ and two-three outlets installed). Troubleshooting of drainage problem. A new net is available for court use. 5. Other. Paint picnic table at Feit Park (Community Service workers may be a possibility for this, and other related issues.) Grant for drinking fountains (2) in park. Community tree survey/future plan.

GENERAL CLEAN-UP, BUT INCLUDING: BUILDING INSPECTION ISSUES, ONE PROPERTY AT A TIME/CITY PARTNERING ON CLEAN-UP/DEMOLITION/INSPECTION PROJECT; DESIGNATION OF SPRING CLEAN-UP DAY?: It was noted that Tim Sedlacek may be interested in doing asbestos checks for the City, and an inquiry will be made. Annual clean up day was scheduled for Wednesday, April 22, 2020 (with completion aspects continuing on 23rd,24th.)

CABIN PRESERVATION ISSUES: Council member Reedy has hauled off the old foundation, and will be in contact with B. Hill regarding planned sidewalk.

PLANNING & ZONING: No new applications.

Other: Attorney Carothers will be contacted (request by Reedy) in reference to a “tax” property situation, and acquisition/claim by City. (Office Record: Joy Creek)

GENERAL CLEAN-UP, BUT INCLUDING: BUILDING INSPECTION ISSUES, ONE PROPERTY AT A TIME/CITY PARTNERING ON CLEAN-UP/DEMOLITION/INSPECTION PROJECT: Determination was made to use City employees and City equipment to demolish structures on one property, utilizing Temps Disposal roll-offs for removal of debris. Employee Pike will set the project in motion, beginning with the trailer first, and the garage afterward.

CABIN PRESERVATION ISSUES: Council member Reedy is to meet with Brian Hill (Saturday) to discuss sidewalk issues.

PLANNING & ZONING: No new applications. Lee Parrish addressed members, advising them that his initial plan to construct a workshop has changed. He expressed concern about creating “noise” in a residential neighborhood, and does not want to create a problem. Also, he now wishes to put up a commercial building. His search for available property in commercial or industrial zoning has thus far been unsuccessful. He will continue to look for a suitable location.

GENERAL CLEAN-UP, BUT INCLUDING: BUILDING INSPECTION ISSUES, ONE PROPERTY AT A TIME/CITY PARTNERING ON CLEAN-UP/DEMOLITION/INSPECTION PROJECT: Attorney Carothers provided an update. Considerations: 1. Blue Springs and Wymore may use Crawford excavator without charge, except for fuel (DSL), but with advance notice provided, and the operator is capable. 2. Transport would need to be arranged by City (semi/trailer, with Reedy agreeing to contact Darrin/Kevin Frerichs). 3. Arrangements need to be made (noted by Meyer/Reedy) for carry-off of rubble, and Temps was noted as one option. 4. Two of the targeted properties need asbestos testing. (Office Record: Stipe/Lance), and Tim Sedlacek was preferred as asbestos inspector. One property (Forney) is in line for demolition, and two others (Office Record: Izer/Rutti) are still in preliminary program review.

CABIN PRESERVATION ISSUES: Remaining work (when weather permits). Re-do door, frame; chinking, concrete.

PLANNING & ZONING: No new applications.

PARKED CAR (NORTH OF SCHOOL) - MEWES: Mewes noted that the car has been parked at the location for two months, and it presents a traffic difficulty. Attorney Carothers requested that Employee Pike get the license plate number so a letter can be drafted. Pike suggested he might stop and ask them to move the car, and if that failed would provide the necessary information to Carothers. No objections were made.

OTHER: Employee Pike asked if it would be acceptable if he and Milford Woutzke attended the Excavation Safety Summit, February 19, 2020 at the Lancaster Event Center in Lincoln, Nebraska. No objections were made.
