The Regular Meeting of Mayor and Council was held on July 16, 2013, in the Blue Springs City Hall, Blue Springs, NE.
PRESENT: Council members Mewes, Neumann, Reedy

ABSENT: Mayor Meyer, Council member Wolf
OTHER ATTENDEES: Employee Mike Pike, Connie Mewes, Bob Widick, Lori McAtee, Gladys Cary
Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearing/meeting was open to public attendance.


At 7:30 PM, Council member Neumann called the Regular meeting to order and roll call was taken. A motion was made by Council member Mewes, seconded by Neumann, and followed by a 3-0 affirmative vote to approve as sent the July 2, 2013 Regular meeting minutes. After review of claims, a motion was made by Council member Neumann, seconded by Mewes, and followed by a 3-0 affirmative vote to approve claims as follows: Salaries $2,279.02; Bank Direct Payment - NE Dept. of Revenue (10) - $242.17; Beatrice Concrete - $202.40; Lauby Plumbing & Heating - $235.00; Municipal Supply (Broad Street Water Main Project) - $659.86; NE Dept. of Revenue (51C) - $2,516.00; NE UC Fund - $271.68; One-Call Concepts - $7.35; Wymore Lumber - $138.90; Security First Bank (Pike IRA) - $55.00; Postmaster - $112.00; Willet & Carothers - $90.00; Windstream - $63.80; Wymore Arbor State - $115.43; TOTAL CLAIMS: $6,988.61 --- (&) --- Keno Proceeds Account to Blue Springs Keno - $1,350.37.


MOTION TO APPROVE 1% INCREASE IN RESTRICTED FUNDS LIMITATION: Tabled until next Regular meeting with all members present.


CONTINUED PLANNING (AS NECESSARY) FOR ANNUAL CAR/TRACTOR SHOW: Council member Reedy called for activities support information to be used during his KWBE Celebration Day announcement spot on 8/16/13.


PLANNING & ZONING: A building permit application for Richard Salts (for a fence) which met with 5-0 approval of the Planning & Zoning Commission on 7/15/13 --- was approved within a motion by Council member Mewes second by Reedy, and a 3-0 affirmative vote. A building permit for Rick Allen (for a fence) which met with 5-0 approval of the Planning and Zoning Commission on 7/15/13 --- was approved within the same motion by Council member Mewes, second by Reedy, and a 3-0 affirmative vote. Applicants will be notified of approval and fee. Council member Mewes suggested general P & Z ordinance review for clarification. Bob Widick (P & Z member) cautioned against incidents of “nit-picking.” Connie Mewes (P & Z member) called for consistency of requirements for applicants.

CLEAN-UP, CURRENT ISSUES: Council member Mewes reported that a previously identified local contractor has not been contacted as had been reported by a property owner. Other properties with after-burn material considerations were discussed. Information regarding a contacted contractor with equipment problems was shared to inform members of an existing action plan for removal of debris. Another property with clean-up issues will be addressed further when all members are present.
