The Regular Meeting of Mayor and Council was held on September 17, 2013, in the Blue Springs City Hall, Blue Springs, NE.

PRESENT: Mayor Meyer, Council members Mewes, Neumann, Reedy, Wolf

ABSENT:

OTHER ATTENDEES: Bill Demuth ( NGage), Connie Mewes, Gladys Cary, Bob Widick

Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearing/meeting was open to public attendance.

At 7:30 PM, Mayor Meyer called the Regular meeting to order and roll call was taken. A motion was made by Council member Neumann, seconded by Mewes, and followed by a 4-0 affirmative vote to approve as sent the September 3, 2013 --2013- 2014 Budget Hearing/Regular meeting minutes. After review of claims, a motion was made by Council member Mewes, seconded by Wolf, and followed by a 4-0 affirmative vote to approve claims as follows: Salaries - $2,053.59; Bank Direct - NE Dept. of Rev (10) - $247.81; Beatrice Concrete - $89.91 & $211.05; Beatrice Daily Sun - (Municipal Publicity ) - $211.80; Blue Springs Fire Dept. (Municipal Publicity Reimb.) - $220.00; Chris Elder (Meter Deposit Ref.) - $60.12; Lyle Jurgens (Municipal Publicity) - $100.00; KUTT (Municipal Publicity) - $988.00; KWBE (Municipal Publicity) - $504.00; Office Depot - $89.98; One-Call Concepts - $3.35; Security First Bank - (Pike IRA) - $55.00; Watkins Ace Hardware (Municipal Publicity) - $148.50; Windstream - $74.63; Wymore Lumber - $136.52; TOTAL CLAIMS: $5,194.26.

NGAGE MEMBERSHIP: ($1,000 yearly - 3-year commitment): Summary of comments: (Wolf//Neumann) -- Members may vote for Board of Directors. Remaining benefits of program available without membership. (Mewes) - Armory building (as discussed before as a potential site of growth) is outside City limits. (Demuth) - Feel free to communicate with me whether a member or not. (Reedy) Will make self available to meet with Demuth in a month for evaluation of growth potential sites in community. At this time, it was decided not to become a member of the organization.

RIVER OF LIFE CHURCH - PROPERTY DIVISION (CONTINUED): No new information available. Review continues between City Attorney and church representative(s).

PLANNING & ZONING: Following the September 16, 2013- - 3-0 approval of the porch application for building permit for Larry Helzer, the Council approved the application within a motion by Council member Mewes, second by Wolf, and a 4-0 affirmative vote. The applicant will be notified of approval and fee. Connie Mewes stated preference for “clearer” future applications. Members, Widick, and C. Mewes agreed that on-site review as necessary for clarification before P & Z meetings (done in the past, and to continue) is helpful in unclear situations.

CLEAN-UP, CURRENT ISSUES: One property was removed from the clean-up list due to resolution of issue. A certified letter was determined for one property. Employee Pike will be asked to discuss the remaining clean-up issue of another property owner.
