The Regular Meeting of Mayor and Council was held on October 1, 2013, in the Blue Springs City Hall, Blue Springs, NE.


PRESENT: Council members Mewes, Neumann, Reedy, Wolf


ABSENT: Mayor Meyer OTHER ATTENDEES: Employee Mike Pike, Connie Mewes, Officer Sharp (reported accident involving a juvenile driver on 4-wheeler and a car)


Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearing/meeting was open to public attendance.


At 7:30 PM, Council President Wolf called the Regular meeting to order and roll call was taken. A motion was made by Council member Neumann, seconded by Reedy, and followed by a 4-0 affirmative vote to approve as sent the September 17, 2013 Regular meeting minutes. After review of claims, a motion was made by Council member Mewes, seconded by Neumann, and followed by a 4-0 affirmative vote to approve claims as follows: Salaries - $2,982.63; Direct Bank Payment - Internal Revenue (941) - $1,642.34; Beatrice Concrete - $103.59; Black Hills Energy - $19.64; Constellation Energy - $3.81; Eldon Izer (Tel.) - $5.00; Municipal Supply - $354.56; NE Dept. of Revenue (941N) - $188.58; NE Dept. of Roads (Project ELEC - 77-1 (1027) - $13,045.61; NE Public Health Environ. Labs - $66.00; Norris Public Power - $1,361.11; Milton Pike (Tel.) - $25.00; Milton Pike (Health Ins. Comp.) - $500.00; Postmaster - $112.00; Gene (Radar) Reedy (Municipal Publicity Reimb.) - $13.26; Katherine Roche (Cert. Letter Reimb.) - $6.11; Security First (Pike - IRA) $55.00; Shell - $675.50; Tractor Supply - $77.97; Wymore Arbor State - $253.80; Wymore, City of (Tower/Indiv) - $5,899.65; Wymore Oil Company - $479.54; TOTAL CLAIMS: $27,870.70.


RIVER OF LIFE CHURCH - PROPERTY DIVISION (CONTINUED): No new business. PLANNING & ZONING: No applications pending.


CABIN: (Repairs/Opening Dates, Misc.) (Radar): Council member Reedy addressed several areas: 1. Timeline for berm/ ground work around cabin to stop water damage. 2. Tile around cabin as secondary deterrent. 3. Interior repairs (VanLaningham to prepare estimate (week+) It was noted (Pike) that Berry (representative of Gilmore - City Engineer) advised against tile around the cabin but agreed with reverting water flow with a berm. Employee Pike (presently committed to the Broad Street Water Main Project) will look into the situation further. Information/timeline might be available at the next Regular meeting.


CLEAN-UP, CURRENT ISSUES: Employee Pike agreed to contact one property owner about “tall weeds.” A certified letter will be sent to one property owner regarding removal of garbage.
