The Regular Meeting of Mayor and Council was held on January 21, 2014, in the Blue Springs City Hall, Blue Springs, NE.
PRESENT: Mayor Meyer, Council members Mewes, Neumann, Reedy
ABSENT: Council member Wolf
OTHER ATTENDEES: Employee Mike Pike, Black Hills Energy Representatives - Cheryl Brandenburgh and Rich Swartz, Curt Oblinger, Krystal McColery, Gladys Cary
Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearing/meeting was open to public attendance.
At 7:30 PM, Mayor Meyer called the Regular meeting to order and roll call was taken. A motion was made by Council member Mewes, seconded by Reedy, and followed by a 3-0 affirmative vote to approve as sent the January 7, 2014 One & Six Year Plan Public Hearing and Regular meeting minutes. After review of claims, a motion was made by Council member Neumann, seconded by Mewes, and followed by a 3-0 affirmative vote to approve claims as follows: Salaries - $1,987.95; Bank-Direct Payment - NE Dept. of Rev. (10) - $207.05; Black Hills Energy - $62.69; Eric Miner (Met. Dep. Ref.) - $7.88; NE Dept. of Rev (51C) - $1,960.00; NE Public Health Environmental Labs - $32.00; One-Call Concepts - $1.85; Security First Bank - (IRA-Pike) - $55.00; Windstream - $107.63; Wymore Super Foods - $9.39 TOTAL CLAIMS $4,431.44.
BLACK HILLS ENERGY FRANCHISE RENEWAL/ORDINANCE #449 And: BLACK HILLS ENERGY FRANCHISE FEE - 3% /ORDINANCE #451: : A motion was made by Council member Neumann, seconded by Mewes and followed by a 3-0 affirmative vote to suspend the rule of three readings for Ordinance # 449. A motion was made by Council member Neumann and seconded by Reedy to approve Ordinance # 449. Ordinance # 449 was read and followed by a 3-0 affirmative vote to approve the ordinance and grant the franchise for a term of twenty-five years from the effective date of the Ordinance- 1/21/14. A motion was made by Council member Neumann, seconded by Mewes and received a 3-0 affirmative vote to suspend the rule of three readings for Ordinance #451. A motion was made by Council member Reedy and seconded by Neumann to approve Ordinance #451. Ordinance #451 was read and followed by a 3-0 affirmative vote to approve Ordinance # 451 which established a 3% franchise fee. Both ordinances are available for public review at the City Office and on the Blue Springs website. Materials as requested by Black Hills Energy and City Attorney Carothers -- which may include but may not be limited to a map of City boundaries and addresses in the City limits will be provided. The 3% franchise fee is anticipated to bring approximately $3,000 annually into the City budget.
PLANNING & ZONING: No new applications.
CLEAN-UP, CURRENT ISSUES: Fire damaged properties were discussed. Clean-up activity is anticipated to be underway soon on two of them,both either activated or assisted by Ronnie Rainey. Council member Reedy expressed concern regarding one of the properties, noting that materials found on the property might encourage trespass, and securing the property is important. He will contact Ronnie Rainey to determine if the property is now secure. Council member Neumann stated that it is his understanding that some materials have been removed from the structure on one of the properties. Progress on the third will be determined by discussing current status with Attorney Carothers. Employee Pike said it is a good time for him now to enter into demolition process if the project is at that stage.
