The Regular Meeting of Mayor and Council was held on February 4, 2014, in the Blue Springs City Hall, Blue Springs, NE.


PRESENT: Mayor Meyer, Council members Mewes, Neumann, Reedy, Wolf

OTHER ATTENDEES: Employee Mike Pike, Connie Mewes


Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearing/meeting was open to public attendance.


At 7:30 PM, Mayor Meyer called the Regular meeting to order and roll call was taken. A motion was made by Council member Wolf, seconded by Reedy, and followed by a 4-0 affirmative vote to approve as sent the January 21, 2014 Regular meeting minutes. After review of claims, a motion was made by Council member Mewes, seconded by Neumann, and followed by a 4-0 affirmative vote to approve claims as follows: Bank-Direct - Internal Revenue (941) - $1,957.47; Salaries - $2,524.74; Beatrice Board of Public Works - $22.03; Blobaum & Busboom - $3,020.00; Constellation Energy - $165.74; Eldon Izer (Tel. Comp.) - $5.00; NE Dept. of Rev -(501N) - $285.49; NE Rural Water Association - - $125.00; Norris Public Power - $1,454.29; Milton Pike - (Tel. Comp.) - $25.00; Milton Pike - (Health Ins. Comp.) - $500.00; Postmaster - $166.00; Security First Bank - (Pike - IRA) - $55.00; Shell - $233.70; Tractor Supply - $23.78; Wymore Arbor State - $173.48; Wymore Lumber Company - $32.50; Wymore Oil Company - $146.30 and $845.00; TOTAL CLAIMS: $11,760.52.


PLANNING & ZONING: No applications.


CLEAN-UP, CURRENT ISSUES: A fire-damaged trailer was discussed. Council member Wolf spoke with Gage County Sheriff Gustafson. According to him and State Health, the structure “tested positive for meth” which puts it in place for clean up by owner, or court ordered. Council member Reedy spoke with City Attorney Carothers who will talk with the Fire Marshall. Reedy also talked to Ronnie Rainey, who as a relative of the property owner, wanted to be sure he would not be held financially responsible for the cleanup. Wolf indicated that the State has means for destroying the structure, but financial responsibility has not been determined. Mayor Meyer indicated that since it is being handled by law enforcement and the State, the City should “stay out of it, until such time as cost might be designated to the City. Wolf and Reedy agreed. Another burned property remains under review. It is the understanding of Council member Reedy that the property owner wishes to “go in and scrap some stuff out,” and that might mess up the scheduling of time and demolition equipment (Ronnie Rainey). Review will continue.


CABIN (INTERIOR REPAIRS ESTIMATE): No new business.


FULL TIME EMPLOYEE HEALTH INSURANCE: Tabled until the next Regular meeting (after brief discussion). It is anticipated information will be made available by the City Accountant, and by the Employee (Pike) for whom health insurance considerations are under review.
