The Regular Meeting of Mayor and Council was held on February 18, 2014, in the Blue Springs City Hall, Blue Springs, NE.


PRESENT: Mayor Meyer, Council members Mewes, Neumann, Reedy, Wolf

OTHER ATTENDEES: City Attorney Andy Carothers, Employee Mike Pike, Connie Mewes, Bob Widick, Ruby Hardin,



Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearing/meeting was open to public attendance.



At 7:30 PM, Mayor Meyer called the Regular meeting to order and roll call was taken. A motion was made by Council member Wolf, seconded by Mewes, and followed by a 4-0 affirmative vote to approve as sent the February 4, 2014 Regular meeting minutes. After review of claims, a motion was made by Council member Mewes seconded by Neumann, and followed by a 4-0 affirmative vote to approve claims as follows: Salaries: $1,966.36; Bank-Direct Payment - NE Dept. of Rev. (10) - $298.96; Circle D - $41.14; The Flower Shop - $50.00; NE Dept. of Rev. - Charitable Gaming - 50G - $100.00; Nebraskaland Glass - $438.13; One-Call Concepts, Inc. - $6.65; Security First Bank - (Pike - IRA) - $55.00; Windstream - $64.72; T0TAL CLAIMS: $3,020.96 (AND) From Keno Proceeds Account - to Blue Springs Keno - $1,216.66.



ANNUAL REVIEW OF KENO PROCEEDS ACCOUNT, WITH FUND TRANSFER CONSIDERATIONS: Motion by Council member Mewes, second by Neumann, and a 4-0 affirmative vote to transfer $26,042.85 from the Keno Proceeds Account to the Keno Fund within the Regular checking account, and then to purchase Keno-designated CD for that amount. Transactions will be completed within claims of the next Regular meeting.


FULL TIME EMPLOYEE HEALTH INSURANCE: Tabled to allow Employee Pike to discuss options with wife.


US77 THROUGH BLUE SPRINGS/ORD. 452: Motion to suspend rule of three readings by Council member Neumann, second by Mewes, followed by a 4-0 affirmative vote. Attorney Carothers read Ordinance #452. Motion to approve by Council member Wolf, second by Reedy, and followed by a 4-0 affirmative vote to approve Ordinance # 452, per:

ORDINANCE NO. 452

AN ORDINANCE PERTAINING TO TRAFFIC REGULATIONS; TO ESTABLISH A SPEED LIMIT OF SIXTY (60) MILES PER HOUR ON THAT PORTION OF UNITED STATES HIGHWAY 77 WITHIN THE CORPORATE LIMITS; TO PROVIDE FOR PLACEMENT OF APPROPRIATE SPEED LIMIT SIGNS ON UNITED STATES HIGHWAY 77 WITHIN THE CORPORATE LIMITS, TO PROVIDE FOR THE REPEAL OF CONFLICTING ORDINANCES AND SECTIONS; TO PROVIDE FOR AN EFFECTIVE DATE.

BE IT ORDAINED BY THE MAYOR AND COUNCIL OF THE CITY OF BLUE SPRINGS, NEBRASKA:

Section 1. That Chapter 5, Article 2, Section 5-206.03 of the Municipal Code of the City of Blue Springs, Nebraska, be added to read as follows:

5-206.03 SPEED LIMIT ON U.S.HIGHWAY 77. No person shall operate a motor vehicle on that portion of United States Highway 77 within the corporate limits at a rate of speed greater than sixty (60) miles per hour. The Municipality shall place speed limit signs on that portion of United States Highway 77 within the corporate limits in accordance with the Manual on Uniform Traffic Control Devices (Ref. 17-505 RS Neb.)

Section 2. That any other ordinance or section passed and approved prior to passage, approval, and publication or posting of this ordinance and in conflict with its provisions, is hereby repealed.

Section 3. This ordinance shall take effect and be in full force from and after its passage, approval, and publication or posting as required by law.

PLANNING & ZONING: No applications.



CLEAN-UP, CURRENT ISSUES: Removal of fire-damaged structures was discussed. One is being scheduled for a hearing date, per Carothers, whereat City’s intention of removal will be noted. Another has been reviewed by State and processes initiated for project start. It was noted that Ronnie Rainey has been very helpful with the project. A third property with fire damage was discussed with follow-up to continue on progress. Ruby Hardin solicited help from the City for clean-up of properties on Broad Street from church for a couple blocks. Courtesy clean up letters (for trash/litter) were ordered for several properties. Employee Pike (per request of Carothers) is to verify “licensed” status of vehicles on one property , and Pike is to take pictures of the houses reported by Hardin, and to provide them to Carothers who will evaluate options for clean-up. Another property was discussed, with potential actions identified: as/: ask property owner to secure or remove trailer. Andy Carothers will send a letter to the property owner to address the issue.



CABIN (INTERIOR REPAIRS ESTIMATE): Key has been made available to Council member Reedy (for contractor use) No other new business.


DOG AT LARGE (MEWES): Council member Mewes reported that he has been contacted by three individuals (and noticed violation himself) of a dog at large. Bob Widick noted that it did give chase, but no incident of open aggression was been reported. Several attempts have been made by individuals to report the situation to the dog owner, but those attempts have been met with denial. Pictures with time and date noted will be taken if the dog continues to run at large, and those will be used to legally address the infraction.
