The Regular Meeting of Mayor and Council was held on June 17, 2014, in the Blue Springs City Hall, Blue Springs, NE.
PRESENT: Mayor Meyer (arriving 7:50PM) , Council members Mewes, Neumann, Reedy, Wolf

OTHER ATTENDEES: Employee Mike Pike, Connie Mewes, Janet Roberts, N Gage Executive Director Glennis McClure, Gage County Law Enforcement - Officers Welch and Monfelt
Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearing/meeting was open to public attendance.
At 7:30 PM, Council President Wolf called the Regular meeting to order and roll call was taken. A motion was made by Council member Neumann, seconded by Mewes, and followed by a 4-0 affirmative vote to approve as sent the June 3, 2014 Regular meeting minutes. After review of claims, a motion was made by Council member Mewes, seconded by Neumann, and followed by a 4-0 affirmative vote to approve claims(with stipulation for holding Van’s Waterproofing check until completion of project) as follows: Salaries: $2,320.42; Direct Bank Payment - NE Dept. of Revenue - (#10) - $236.49; B & B Tire Service - $284.14; Beatrice Concrete - $163.94; Lincoln Journal Star - $93.96; Jan Morris (Cabin Reimb.) - $64.96; NE Public Health Environmental Labs - $15.00; Office Depot - $249.93; Milton Pike (Parts Reimb.) - $8.55; Postmaster - $166.00; Security First Bank (Pike IRA) - $55.00; Van’s Waterproofing - $1,442.75; Watkins Ace Hardware - $25.19; Willet & Carothers - $650.00; Windstream - $71.06; Wymore Arbor State - (Sports Poster Ad) - $79.00; Wymore Lumber - $40.48; TOTAL CLAIMS: $5,966.87.
CHAMBERLIN MEMORIAL (Per Reedy): Council member Reedy provided project particulars: Jan Morris was identified as primary steward. Prospective monument location for the 1911 Blue Springs graduate and football luminary, later - celebrity coach: Blue Springs School, by reason of “lighting and security cameras.” 158 alumni were emailed about the undertaking. Donations received to date: $125.00. Estimated cost of monument $6,500. City contribution will be evaluated at later stage of endeavor.
EQUIPMENT (TOPKOTE) (Per Pike): Employee Pike reported that Topkote is planning to sell 5-6 single axle, 5-yd. dump trucks for $5,000 each. Pictures are forthcoming. Members will assess them to determine value and purchase potential.
PLANNING & ZONING: No new applications.
CABIN, MISC. CONCERNS: Council member Reedy thanked Employee Pike for his help “unloading contents” to enable interior work. He indicated that some goods remain upstairs, “at the center.” In light of recent employment constraints placed on Mayor Meyer, Reedy suggested that he could contact Steve Behrends (Diller) to complete electrical work at the cabin. Council President Wolf suggested that an estimate for work at the tennis court (with Employee Pike agreeing to review needs with the contractor) be acquired at the same time. No objections were stated.
CLEAN-UP: Two properties were removed from the list due to resolution of issues. Employee Pike will continue communication with a property owner about on-going tall grass/weed problem on two properties. If no result, properties will be Posted/mowed. Andy Carothers will be asked for any new information he may have about another property. Review will continue for one property with work in progress. One property was added to the list for tall grass/weeds, and determination was made to Post/mow the property.
GENERAL DISCUSSION: N GAGE - GLENNIS MCCLURE (INTRODUCTION): Executive Director Glennis McClure addressed members, providing an overview: Funded by Beatrice and surrounding areas. Municipality membership $1,000. Opportunities: Help communities to forward development of identified commercial properties. Work with education to develop skilled workforce.
Officer Welch introduced new Officer Monfelt. He told members that it is the plan to set up the Speed Trailer by the Fire Hall next week. He also responded to information given by Janet Roberts in the following topic.
Janet Roberts reported a Pit Bull incident of the previous Friday night. The Pit attached their dog (by the throat, and shaking it) while Randy Roberts was walking their dog on a leash. Roberts managed to free his dog and secure the aggressive dog by tether to a fence. The attacked dog is to be evaluated by a veterinarian, and Janet Roberts was told that she could contact the Sheriff’s department for the proper procedure of submitting the vet bill for review and potential reimbursement by the owner of the Pit. Council member Reedy asked if there could be email notification to City offices when such an event takes place, resulting in a citation. Officer Welch advised that “a citation was given, and a letter sent (to dog owner)” in reference to the attack on the Roberts’ dog. He will inquire about email possibility for City notification. When asked by Roberts, Welch said that the dog “would not be impounded for an attack on another animal.” Rumor (unsubstantiated) has it that the aggressive dog has been “beat to death.” Officer Welch said that the owner “could put the dog down, but beating a dog to death is a whole other issue.”
