The Regular Meeting of Mayor and Council was held on June 3, 2014, in the Blue Springs City Hall, Blue Springs, NE.
PRESENT: Council members Mewes, Neumann, Reedy Wolf
ABSENT: Mayor Meyer
OTHER ATTENDEES: Employee Mike Pike, City Attorney Andy Carothers, Connie Mewes, Bob Widick
Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearing/meeting was open to public attendance.
At 7:30 PM, council President Wolf called the Regular meeting to order and roll call was taken. A motion was made by Council member Mewes, seconded by Neumann, and followed by a 4-0 affirmative vote to approve as sent the May 20, 2014 Regular meeting minutes. After review of claims, a motion was made by Council member Wolf, seconded by Mewes, and followed by a 4-0 affirmative vote to approve claims as follows: Direct Bank Payment - Internal Revenue Service (941) - $2,232.74; Salaries: $6,142.67; Arbor Ink - $133.83; Beatrice Concrete - $203.25; Blue Springs Cemetery (Annual Taxes) - $2,800.00; Blue Rivers Area Agency on Aging (Hand-bus Match) - $625.00; Blue Springs Rural Fire Department (Annual Taxes) - $2,900.00; Constellation Energy - $26.65; Eldon Izer (Tel. Comp.) - $5.00; Municipal Supply - $1,337.95; NE Dept. of Rev. - (501N) - $295.49; NE Public Health Environmental Lab - $15.00; Norris Public Power - $1,343.18; One-Call Concepts, Inc - $4.45; Milton Pike - (Postage Reimb.) - $6.44; Milton Pike (Tel. Comp.) - $25.00; Security First Bank (IRA - Pike) - $55.00; Shell - $368.05; Wymore Arbor State - $148.84; TOTAL CLAIMS: $18,668.54.
MOTION TO APPROVE KEITH GILMORE AS CITY ENGINEER: A motion was made by Council member Mewes, seconded by Neumann, and approved in a 4-0 affirmative vote to appoint Keith Gilmore of Gilmore and Associates as City Engineer, replacing Rick Bogus who left Gilmore & Associates to accept another position.
PLANNING & ZONING: No new business.
CABIN (INTERIOR REPAIRS ESTIMATE, MISC. CONCERNS): Council member Reedy presented the Van’s Waterproofing Co, Inc. estimate --- to take all the joints and repoint inside of cabin and seal all the wood - $1,092.75 and $350.00 to reseal outside of cabin---- total $1,442.75. This will be included within claims of the next Regular meeting. It was noted that Mayor Meyer intends to conclude electrical work on Sunday. Council member Reedy reported that Jan Morris sold 2 T-shirts (from Sesquicentennial) $5 ea./total $10 to be deposited in Regular checking and allotted to cabin repairs. Jan Morris also reported (per Council member Reedy) eighty-six visitors to the cabin on Memorial Day. This was considered an impressive accomplishment, and job well done.
CLEAN-UP: Review continues on one property which is expected to be resolved by month end, or legal action will be initiated. It was noted that a property owner is believed to be making plans to sell a substandard trailer, and review of that situation will continue, with Employee Pike furthering the process by contacting the property owner for an update. One vehicle is noted to have been removed from one property and it was determined to be a good start, with review of further progress to continue. On behalf of Mayor Meyer (Wolf), a certified letter was requested for one property owner for weeds/tall grass . Council President Wolf also expressed the wish of Mayor Meyer that a letter for weeds/tall grass (courtesy) be sent to one property owner. Council member Neumann identified another property with tall grass/weeds, and members agreed that a courtesy letter be sent.
