The Regular Meeting of Mayor and Council was held on January 6, 2015, in the Blue Springs City Hall, Blue Springs, NE.
PRESENT: Mayor Meyer, Council members Mewes, Neumann, Reedy, Wolf
ABSENT;
OTHER ATTENDEES: Employee Mike Pike, John Hill
Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearing/meeting was open to public attendance.
At 7:30 PM, Mayor Meyer called the Regular meeting to order and roll call was taken. A motion was made by Council member Wolf, seconded by Reedy, and followed by a 4-0 affirmative vote to approve as sent the December 16, 2014 Regular meeting minutes. After review of claims, a motion was made by Council member Mewes, seconded by Neumann, and followed by a 4-0 affirmative vote to approve claims as follow: Salaries - $3,799.94; Bank Direct Payment - Internal Revenue - (941) - $2,019.70; Bear Graphics - $105.24; Constellation Energy - $111.54; Eldon Izer (Tel. Comp.) - $5.00; NE Dept. of Revenue -(941N) - $188.49; NE Public Health Environmental Labs - $128.00; NE UC Fund - $93.46; Norris Public Power - $1,419.95; One-Call Concepts- $1.10; Personnel Concepts - $198.95; Milton Pike - (Tel. Comp.) - $25.00; Milton Pike (Reimbs. Postage/Dump Truck parts) - $981.95; Security First Bank - (Pike - IRA) - $55.00; Shell - $197.82; Wymore Arbor State - $145.80; Wymore, City of (Tower/Indiv./Hydrants) - $2,227.55; Wymore Lumber - $30.19; Wymore Oil Company - $66.00; TOTAL CLAIMS: $11,800.68.
TIMELINE FOR BROAD STREET ASPHALT PROJECT BID LETTING: Motion by Council member Wolf, second by Mewes, and 4-0 affirmative vote to initiate advertising for bids (One Time each; Wymore Arbor State, Beatrice Daily Sun, Lincoln Journal over 3-wk period, starting 2/1/15 for the Broad Street asphalt project, and including bid opening date to be March 16, 2015, 11 AM, Blue Springs City Hall.
ANNUAL CELEBRATION (REEDY): Council member Reedy stated that this year is the 160th anniversary of the cabin, and that Jan Morris has been working with the Tourism Group focusing on the cabin, and with the National Historical Society. It was believed that the necessary paperwork is all in, officials have visited the site, and a decision is expected regarding inclusion. Reedy said the date for the annual celebration would be August 15th, and members agreed. A motion was made by Council member Wolf, seconded by Neumann, and received a 4-0 affirmative vote to set the annual celebration budget at $5,000 (the standard determination, with actual spending routinely falling in the 2-3 thousand dollar range).
PLANNING & ZONING: No new applications.
CLEAN UP: Employee Pike reported that contact has been made with Lineweber in reference to removal of controlled burn debris. The property owner expressed financial hardship, and other options will be analyzed. A letter will be sent to one property owner, requesting removal of personal possessions for a planned demolition project. Review (vehicles) will continue for another property . Spring Clean-Up day was set for April 22nd (23 & 24 - for continued pickup and removal of roll off), and information will be provided in timely fashion in the form of a flyer sent to citizens. Members were in agreement that City Attorney Carothers be requested to attend the next Regular meeting (1/20) to report on property liens for mowing and property clean-up.
