The Regular Meeting of Mayor and Council was held on January 20, 2015, in the Blue Springs City Hall, Blue Springs, NE.


PRESENT: Mayor Meyer, Council members Mewes, Neumann, Reedy, Wolf

ABSENT;

OTHER ATTENDEES: Employee Mike Pike, City Attorney Andy Carothers, Connie Mewes


Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearing/meeting was open to public attendance.


At 7:35 PM, Mayor Meyer called the Regular meeting to order and roll call was taken. A motion was made by Council member Wolf, seconded by Reedy, and followed by a 4-0 affirmative vote to approve as sent the January 6, 2015 Regular meeting minutes. After review of claims, a motion was made by Council member Neumann, seconded by Mewes, and followed by a 4-0 affirmative vote to approve claims as follow: Salaries - $1,892.92; Bank-Direct NE Dept. of Rev (10) - $238.58; Beatrice Area Solid Waste Agency - $1,489.50; Black Hills Energy - $54.83; Constellation Energy - $130.98; Morris Used Cars - $128.98; NE Dept of Revenue (51C) - $2,918.00; Milton Pike (Reimb.) - $11.22; Postmaster - $166.00; Security First - (Pike - IRA) - $55.00; Windstream - $78.08; TOTAL CLAIMS: $7,164.09.


PLANNING & ZONING: No new applications.


CLEAN UP: Attorney Carothers requested Employee Pike to provide photographs to support District Court filing for judgment lien against one property. Letter requested to property owner to gain written approval for demolition of sub-standard structure. Letter to be given to Pike for execution. Review continues on another property. Council member Neumann stressed importance of filing against property to put the City in the best position for clean-up cost recovery should family open the estate, and members agreed. Taxes are being paid (Meyer), but party to be determined. Also: “Nobody to sue” at the present time “no statutory authority” (Carothers).
