The Public Hearing of the One and Six Year Plan and the Regular Meeting of Mayor and Council was held on February 3, 2015, in the Blue Springs City Hall, Blue Springs, NE.
PRESENT: Mayor Meyer, Council members Mewes, Neumann, Reedy
ABSENT; Council member Wolf
OTHER ATTENDEES: Employee Mike Pike, Connie Mewes
Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearing/meeting was open to public attendance.
At 7:30 PM, Mayor Meyer called the Regular meeting to order and roll call was taken. A motion was made by Council member Mewes, seconded by Neumann, and followed by a 3-0 affirmative vote to approve as sent the January 20, 2015 Regular meeting minutes. After review of claims, a motion was made by Council member Neumann, seconded by Reedy, and followed by a 3-0 affirmative vote to approve claims as follow: Salaries - $2,804.52; Bank-Direct Payment - Internal Revenue (941) - $1,940.84; Blobaum & Busboom - $3,250.00; Gilmore & Associates - $354.20; Eldon Izer - (Tel. Comp.) - $5.00; NE Dept. of Revenue (501N) - $269.00; NE Public Health Environmental Labs - $82.00; NE Rural Water Association - $125.00; Norris Public Power - $1,489.41; Milton Pike (Tel. Comp.) - $25.00; Security First Bank (Pike - IRA) - $55.00; Shell - $136.36; Wymore Arbor State - $141.42; TOTAL CLAIMS $ 10,677.75.
PUBLIC HEARING OF THE ONE & SIX YEAR PLAN/ RESOLUTION #2015-1: Request by Mayor Meyer and motion by Council member Neumann, second by Mewes, and a 3-0 affirmative vote (Mewes - yes; Neumann - yes; Reedy - yes) opened the PUBLIC HEARING OF THE ONE AND SIX YEAR PLAN at 7:35PM. Mayor Meyer called for comments and questions. No objections were raised nor amendments made to the One & Six Year Plan as prepared.
Other topics were discussed (particulars below): Planning & Zoning, Clean-up.
At 7:55 PM (no new arrivals), a motion by Council member Mewes, second by Reedy, and an affirmative 3-0 vote closed the Public Hearing, followed, in Regular session by a motion
by Council member Neumann, second by Mewes to adopt Resolution 2015-1, the reading of the resolution, WHEREAS: Section 39-2115 and Section 39-2119, 1969 C.S. - R.S. of Nebraska 1943 requires that each County and Municipality prepares a one and six year, specific road or street improvement plan and to file same with the State Highway Commission on or before March 1, 2015, and WHEREAS: The Mayor and City Council of the City of Blue Springs, in compliance with the statutes and regulations of the State Highway Commission, did hold a public hearing on the proposed one and six year specific street improvement plans in the City Hall on February 3, 2015, in accordance with the “Notice of Public Hearing,” a certified copy of such notice is attached, and WHEREAS, There were no objections filed or amendments made to the one and six year plan on file with the City Clerk and as presented at the hearing now, THEREFORE BE IT RESOLVED: That the City Council does hereby approve said one and six year plan as filed with the City Clerk, a copy of which is attached hereto, BE IT FURTHER RESOLVED: That the Mayor of the City is authorized to sign this resolution on behalf of the City Council and the City Council hereby approves the proposed one and six year plan... Adopted this 3rd day of February 2015, AND THEN: the Vote: (Council Member Mewes - Yes, Neumann - Yes, Reedy-- Yes) to approve and adopt Resolution 2015-1.
PLANNING & ZONING: No new applications.
CLEAN UP: Members briefly discussed one clean-up infraction remaining after a controlled burn, and which has been referred to the City Attorney. City Employee Pike notified members that “written consent” has been accomplished in support of a demolition project. The final property on the list will continue in review, with results expected when weather permits.
