March 17, 2015


The Regular Meeting of Mayor and Council was held on March 17, 2015, in the Blue Springs City Hall, Blue Springs, NE.


PRESENT: Mayor Meyer, Council members Mewes, Neumann, Reedy (arriving 7:35PM) , Wolf


ABSENT;


OTHER ATTENDEES: Employee Mike Pike, Gilmore Representative John Berry, Ngage Representative Glennis McClure, Connie Mewes, Ashley Calkins


Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearing/meeting was open to public attendance.


At 7:30 PM, Mayor Meyer called the Regular meeting to order and roll call was taken. A motion was made by Council member Mewes, seconded by Neumann, and followed by a 3-0 affirmative vote to approve as corrected the March 3, 2015 Regular meeting minutes. After review of claims, a motion was made by Council member Wolf, seconded by Neumann and followed by a 3-0 affirmative vote to approve claims as follow: Salaries : $1,285.80; Bank-Direct Payment -- NE Dept. of Revenue (10) - $213.00; Colgrove Automotive - $161.00; Postmaster - $147.00; Security First Bank - (Pike/IRA) - $55.00; Katherine Roche (Postage Reimb.) - $6.49; Windstream - $65.33; TOTAL CLAIMS: $1,933.62 (&) from Keno Proceeds Account to Blue Springs Keno - $19.63.


BROAD STREET ASPHALT PROJECT BID DECISION: Three bids were received and discussed: Cather & Son’s Construction (Lincoln) - Base Bid - $58,275.00/Base Bid with substitution - $54,775.00; Pavers, Inc - (Waverly) - Base Bid - $59,276.00/Base Bid with substitution - $52,845; Constructors, Inc. (Lincoln) - Base Bid $78,950.00/Base Bid with Substitution $75,410.00. The lowest qualifying bid for the three-block project on Broad Street- Pavers, Inc. - Base Bid with substitution $52,845.00 was recommended by Gilmore and Associates (Gilmore letter attached to the office copy of minutes) and accepted within a motion by Council member Neumann, second by Wolf and 4-0 affirmative vote, and option was left open for negotiating an additional block if contractor would be receptive to that provision with the same unit cost. John Berry will take measurements of the optional extra block and provide particulars for consideration.


PLANNING & ZONING: No new applications.


GLENNIS MC CLURE / NGAGE: Glennis McClure presented information from ECAP - (needs assessment, community vision, embracing change, dedicated leaders, infrastructure, internet, commercial characteristics, as well as workshop and training, sense of place, education, and workforce. She also provided information on Municipal membership ($1,000) and gave survey percentages in regard to areas of community interest: attracting young families, clean up, revitalizing downtown, improving sidewalks, curbing, gutters, food service needs, etc. She said it is important to raise money for long-term development through such avenues as “philanthropy, giving back.”


CLEAN UP: Ashley Calkins provided pictures of a property with clean-up issues , and they will be forwarded to Carothers to support previous documentation provided to Carothers. A certified letter for trash removal was determined for one property.
