The Regular Meeting of Mayor and Council was held on March 3, 2015, in the Blue Springs City Hall, Blue Springs, NE.

PRESENT: Mayor Meyer, Council members Mewes, Neumann, Reedy, Wolf

ABSENT;

OTHER ATTENDEES: Employee Mike Pike, City Attorney Andy Carothers, John Berry, Connie Mewes, Ashley Calkin


Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearing/meeting was open to public attendance.


At 7:30 PM, Mayor Meyer called the Regular meeting to order and roll call was taken. A motion was made by Council member Wolf, seconded by Reedy, and followed by a 4-0 affirmative vote to approve as sent the February 17, 2015 Regular meeting minutes. After review of claims, a motion was made by Council member Mewes, seconded by Neumann and followed by a 4-0 affirmative vote to approve claims as follow: Bank-Direct Payment: $1,500.20 (Internal Revenue - 941) ; Salaries - 2,384.68; Beatrice Concrete - $530.85; Black Hills Energy - $48.29; Constellation Energy - $102.05; Lincoln Journal Star - $128.40; Eldon Izer (Tel. Comp.) - $5.00; League of NE Municipalities - $40.00; NE Dept. of Revenue - 501N - $191.50; Nebraska Public Health Environmental Labs - $15.00; Norris Public Power - $1,431.77; Milton Pike - (Tel. Comp.) -$25.00 & Postage Reimb. - $13.14; ; Security First Bank - (Pike - IRA) - $55.00; Shell - $214.31; Tony’s Machine - $111.54; Wymore Arbor State - $111.71; Wymore Lumber - $56.43; Wymore Oil Company - $202.20; TOTAL CLAIMS: $7,167.07.


PLANNING & ZONING: No new applications.


CLEAN UP: City Attorney Carothers provided documentation for District Court Action for one property owner. Plans are still in place for demolition of one structure. Further progress noted on another property. A certified letter will be mailed to one property owner,and Employee Pike will take pictures for Carothers. Council member Reedy noted that a couple of groups are forming to address “community beautification issues.” Smaller tasks might be to help elderly people do some painting. Larger intent might be purchasing property. One group was identified as Ngage, the other as a number of interested individuals. John Berry indicated that grants are often available for rehabilitation projects, but he knew of nothing for purchase/demolition/use reassignment. Mayor Meyer noted that it would be acceptable for the groups to proceed on their own without participation of the City.
