The Regular Meeting of Mayor and Council was held on June 2, 2015, in the Blue Springs City Hall, Blue Springs, NE.

OTHER ATTENDEES: Employee Mike Pike, City Attorney Andy Carothers, Connie Mewes, Jan Morris, Gladys Cary
Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearing/meeting was open to public attendance.
At 7:45 PM, Mayor Meyer called the Regular meeting to order and roll call was taken. A motion was made by Council member Mewes, seconded by Neumann, and followed by a 3-0 affirmative vote to approve as sent the May 19, 2015 Regular meeting minutes. After review of claims, a motion was made by Council member Neumann, seconded by Mewes, and followed by a 3-0 affirmative vote to approve claims as follow: Bank-Direct - Internal Revenue Service (941) - $1,386.73; Salaries - $5,865.48; Blue Springs Cemetery Association (Annual Taxes) - $2,800.00; Blue Springs Rural Fire Department (Annual Taxes) - $2,900.00; Constellation Energy - $9.21; Flower Shop - $56.00 (Wolf) ; Gage County Equipment, Inc - $92.32; Jan Morris (Reimb. Cabin chip reader) - $49.00; NE Dept. of Revenue (501N) - $174.00; NE Public Health Environmental Labs - $15.00; Norris Public Power - $1,376.82; Milton Pike (Tel. Comp.) - $25.00; Postmaster - $166.75; Security First Bank (Pike - IRA) - $55.00; Shell - $215.24; Tractor Supply - $1,255.14; Milford Woutzke (Tel. Comp.) - $5.00; TOTAL CLAIMS: $16,446.69.
WARD 2 COUNCIL VACANCY: REMAINING TERM: ONE YEAR, SIX MONTHS: From determination of interested Ward 2 registered voters, Mayor Meyer submitted the name of Hugh Carmichael as the qualified elector to fill the vacancy for the balance of the unexpired term. A motion was made by Council member Mewes, second by Neumann, and a majority vote (Mewes - Yes; Neumann - Yes; Reedy -No) approved Hugh Carmichael to fill the position.
MFO: Decision was made to reassign the MFO money received (Ck # 26063) in the amount of $804.03 (motion by Council member Reedy, second by Neumann, and 3-0 affirmative vote) to the Fire Department.
CABIN: GUTTER (REQUESTED BY JAN MORRIS): Members, City Employee Pike, and Jan Morris contributed to conversation troubleshooting cabin humidity problems which arose from sealing the cabin inside and out, making it more airtight. The primary situation (noted by Mayor Meyer) was finding a method to dry it out. Jan Morris suggested gutter and downspout on north side. Council member Neumann questioned if it was an acceptable option for historic cabins. Morris will research (Reuben and Homestead) to see if the option is available. Council member Reedy, with agreement of Neumann, suggested exhausting by external (chimney) vent. Reedy will look at the situation this weekend. The use of fans (in various arrangements) was also discussed. Jan Morris asked if the chimney could be sealed (leak area). She noted that a dehumidifier now in use helped to remove moisture, but did not achieve an acceptable level. She said when she greeted visitors and provided information on Memorial Day everything was damp in the cabin. Spots were apparent on existing photos, tools were rusting, wood was becoming soft. Previous use of charcoal to draw moisture did not provide satisfactory results, nor does the present use of a dehumidifier. She worries about the buffalo hide rotting, about deterioration of displays and removed some materials to protect them. Jan Morris also provided the following information: Gene Reedy constructed a “beautiful display case from barn wood, and at no cost to the City…. The cabin had 69 visitors on Memorial Day…. The cabin, as well as the Blue Springs Cemetery and the Chamberlin Monument are listed/pictured in brochures” she provided to the City ---( FIND Your Senses, Your Story, Gage County - pg 6; Southeast Nebraska 2015 Visitor’s Guide, pg. 14) It is worthy of note that it was through her efforts that the cabin is now listed nationally as well.
PLANNING & ZONING: No new applications.
CLEAN UP: A courtesy clean-up letter was requested, as well as personal contact determined for one property owner. Posting, review and City mowing, as necessary, was indicated for several properties. Review continues of a demolition site. One property owner (did not make two court appearances -- per Carothers) was put back on the docket, appeared and paid $75/$49 - in court costs. That property owner will be removed from the list, but Carothers suggested follow-up observation. A certified letter was requested for one property owner (for vehicles), and Pike was requested to take pictures. Tall weeds (sidewalk area) on Broad Street property were, though as stated by Carothers - “by state law” the responsibility of the property owner, discussed (Meyer suggestion ) for possible inclusion in the City mowing routine (as already done on some areas of Broad Street, River Road, ‘A’ Street, and at City sign location.) Employee Pike was asked to contact a property owner to try to determine ownership of lots needing mowed.
