The Regular Meeting of Mayor and Council was held on October 20, 2015, in the Blue Springs City Hall, Blue Springs, NE.

PRESENT: Mayor Meyer, Council members Carmichael, Mewes, Neumann, Reedy

ABSENT;

OTHER ATTENDEES: Employee Mike Pike, Connie Mewes, Tim & Hope Brown, Lance Spencer

Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearing/meeting was open to public attendance.

At 7:29 PM, Mayor Meyer called the Regular meeting to order and roll call was taken.

Motion, second and vote to approve as sent the Oct. 6, 2015 Regular meeting minutes: Neumann, Mewes, 3-0 affirmative.

After review: Motion, second and vote (Mewes, Neumann, 4-0 affirmative) to approve claims as follow: Bank-Direct - Internal Revenue - NE Dept. of Rev (10) - $201.84; Salaries - $1,850.54; Arbor Ink - $161.64; Black Hills Energy - $23.13; NE Dept. of Revenue (51C) - $3,288.00; Milton Pike (Postage Reimb./Water Sample) - $16.95; Security First Bank (Pike - IRA) - $55.00; Windstream - $66.91; Wymore Arbor State - $139.73; TOTAL CLAIMS: $5,803.74.


#15-PW-015 - Public Works Grant (streets_ -- Approve Resolution 2015-8 Authorizing Mayor to enter into agreement with SENDD for General Administration Services - $25,000 (Paid with grant funds): Motion and second(Neumann, Reedy) to approve/accept Resolution 2015-8 Authorizing Chief Elected Official to Execute General Administration Contract between SENDD and City of Blue Springs for # 15-PW-015, followed by reading of Resolution 2015-8 and vote of Carmichael - Yes, Mewes - Yes, Neumann -Yes , Reedy - Yes, --- to accept/approve.

PLANNING & ZONING: Motion, second, vote to approve Application for Building Permit #15-4 for Steve and Deanna Hale (Storage building/fence): Mewes, Carmichael, 4-0 affirmative. Application was approved by the P & Z Commission at the 10/19 meeting. Applicant will be notified of approval and fee.

CLEAN UP: Council member Reedy volunteered to “load up” remaining debris at one clean-up location on the list, and he was provided with property owner contact information by Mike Pike. It was determined that “one more mowing” should conclude the season, at which time the final lien-applicable list of properties will be provided to City Attorney Carothers for processing. One property continues in legal process (District Court).


Other:

Council member Reedy identified two Car Show highlights - Council man’s Choice - presented to Pat Nave by Lori Wolf (on behalf of deceased Council member Tom Wolf) and reference to the late Bob Widick - (40- sedan) - both touching moments.

Council member Reedy asked how equipment was working. Mike Pike replied, “all equipment old.” “Will be working on sweeper soon” (removing knuckle).

Council member Reedy noted that “change of job” has made it necessary for him to miss council proceedings lately, but he assured members he is available by phone for input on Municipal matters, and seeks good will and cooperation between members for the common good.

Members discussed the Gage County Preservation award plaque for the cabin. Though it will eventually be on display at City Hall, it was the decision of Council member Reedy to display it first at Security First Bank which has much greater traffic and where it is can be prominently presented. Besides Mayor and remaining Council members, key individuals were credited for grant preparation, planning and arranging for various phases of cabin preservation, renovation, repairs, improvements advertising, and being on site when the cabin was open to the public. Tom Wolf, Jan Morris, Radar Reedy and Gene Reedy were among those mentioned.
