The Regular Meeting of Mayor and Council was held on November 3, 2015, in the Blue Springs City Hall, Blue Springs, NE.
PRESENT: Mayor Meyer, Council members Carmichael, Mewes, Neumann
ABSENT; Council member Reedy
OTHER ATTENDEES: Employee Mike Pike, Connie Mewes, Lucille Morris, Beth Zimmerman
Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearing/meeting was open to public attendance.
At 7:30 PM, Mayor Meyer called the Regular meeting to order and roll call was taken.
Motion, second and vote to approve as sent the Oct. 20, 2015 Regular meeting minutes: , Mewes, Neumann, 3-0 affirmative.
After review: Motion, second and vote (Neumann, Carmichael, 3-0 affirmative) to approve claims as follow: Bank-Direct - Internal Revenue Service (941) - $1,754.99; Salaries - 2,956.26; Circle D Mfg - $160.00; Constellation Energy - $3.57; Corinna Edwards (Met. Dep. Ref.) - $62.44; Kan Equip - $642.35; Municipal Supply - $89.38; NE Dept. of Revenue (501N) - $202.00; NE Public Health Environmental Labs - $15.00; Norris Public Power - $1,357.55; Milton Pike (Tel. Comp.) - $25.00; Milton Pike (Reimb. - Postage - 17.95/ Bucket Truck Line - $177.00 = 194.95 ; Katherine Roche (Reimb- Tax Software) - $64.00; Security First Bank - $55.00; Wade Scripter - (Met. Dep. DESIGNATE BLACK HILLS FRANCHISE FUNDS FOR PURCHASE OF NEW EQUIPMENT (So far: $2,990.33 received) /requested by Reedy: Council member Neumann reviewed a past situation (Norris Lease payments and advice of accountants) which resulted in leaving receipts in the General Fund where it could be transferred readily to other funds as needed. Any funds designated to the Street Fund for equipment purchases or other would be locked into that fund. Mayor Meyer and Council members Carmichael, Mewes, and Neumann agreed to leave funds in the General account where greater flexibility and accessibility is assured.
PLANNING & ZONING: No new applications. It was noted that membership is below recommended level (five) on the Planning and Zoning Commission (three since the resignation of Larry Davis), and that Fred Laber has expressed willingness to serve on the panel. No objections were expressed. Fred Laber will be contacted to confirm continued interest.
CLEAN UP: Lucille Morris voiced concern about “main street,” indicating that disappointment has been expressed (as Funeral Home) about sub-standard residential conditions in proximity with the church. Beth Zimmerman reported “junk and stuff” in a yard adjacent to her beauty shop. Both women asked if there was anything that could be done. Council member Neumann outlined current clean-up procedure (courtesy letter w/2 wk. deadline, certified letter w/2 wk. deadline, with non-compliance followed by photographs and court proceedings). Members expressed appreciation for the concern of citizens in regard to needed clean-up issues and expanded conversation to include complications and delay caused by properties under foreclosure, absentee or unidentifiable property owners, and reiterated time allowance constraints resulting from compliance with customary procedural standard. Two letters for “general clean-up/vehicles” were determined.
