The Regular Meeting of Mayor and Council was held on February 16, 2016, in the Blue Springs City Hall, Blue Springs, NE.


PRESENT: Mayor Meyer, Council members Carmichael, Mewes , Neumann


ABSENT; Council member Reedy


OTHER ATTENDEES: Employee Mike Pike, Gilmore representative John Berry, Renee Lauby, Connie Mewes, Tim Brown, Hope Brown, Gladys Cary


Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearing/meeting was open to public attendance.


At 7:30 PM, Mayor Meyer called the Regular meeting to order and roll call was taken.


Motion, second and vote to approve as sent the February 2, 2016, Public Hearing (One & Six Year Plan) and Regular meeting minutes: Neumann, Mewes, 3-0 affirmative.


After review, motion, second, and vote (Carmichael, Mewes, 3-0 affirmative) to approve claims as follow: Bank-Direct - NE Dept. of Revenue - (#10) - $353.82; Salaries - $1,944.05; Beatrice Iron & Metal - $8.57; Black Hills Energy - $56.53; Gilmore & Associates (One & Six) - $356.65; Milton Pike (Reimb.) - $35.17; Roehr’s Machinery - $95.00; Security First Bank (Keno CD purchase) - $47,881.46; Security First Bank - (Pike - IRA) - $55.00; Windstream - $49.88; Wymore Lumber - $54.30; TOTAL CLAIMS: $50,890.43. (&) Keno Proceeds Account to City of Blue Springs (for/purchase of Keno CD - (see above) - $47,881.46.


ANNUAL INSURANCE (MARK DAVIDSON): Insurance representative not in attendance.


ENGINEERING (GILMORE) DESIGNATION FOR CDBG PROJECT/ AND/OR OTHER CDBG ISSUES, AS FUND RELEASE: Motion by Council member Mewes, second by Neumann, and 3-0 affirmative vote to designate Gilmore as the Engineer for CDBG Project #15-PW-015. John Berry will invite SENDD representative and Gilmore engineer to attend the next Regular meeting on 3/1/16. CDBG aspects, as engineering contract (for review and signature), design, and letting are to be addressed.


REQUEST TO WAIVE HALL RENTAL FEE FOR BAKE: (DARCY JESONEK): Renee Lauby represented the (Lightning) Softball Association to request free hall rental. A motion by Council member Mewes, second by Carmichael, and 3-0 affirmative vote waived hall rental fee for a fund-raising bake on March 11, 2016.


PLANNING AND ZONING: Motion by Council member Mewes, second by Neumann, and 3-0 affirmative vote to approve the building permit application (fence) for Julie Hautzenroder. Planning and Zoning Commission approved the permit application at February 15, 2016 meeting. Applicant will be notified of approval and fee.


CLEAN-UP: Several properties remain on the current list for continuing review. Legal issues continue for update by Attorney Carothers. Mayor Meyer commented on media coverage of clean-up issues, for which he attempted to clarify that the City does not currently have any demolition/controlled burning projects underway or planned, and that all efforts currently activated or planned in that regard are “private” endeavors. Meyer also reiterated his media-reported comment, that “one man’s trash is another man’s treasure,” a reality that poses difficulty in any clean-up process. He added that the media did not fully report his comments, leaving out his view that benefit would be derived and clean-up projects simplified if those who purchased tax deeds/mortgages could be held responsible for clean-up issues on acquired properties.
