The Regular Meeting of Mayor and Council was held on May 3, 2016, in the Blue Springs City Hall, Blue Springs, NE.
PRESENT: Mayor Meyer, Council members Carmichael, Mewes , Neumann, Reedy
ABSENT;
OTHER ATTENDEES: City employee Mike Pike, Sgt. Brandon Schley (Gage County Law Enforcement) , City Attorney Andy Carothers, Connie Mewes, Rod Bohlmeyer, Lance Spencer, Chelsea Chab, Eric Chab, minor child.
Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearing/meeting was open to public attendance.
At 7:30 PM, Mayor Meyer called the Regular meeting to order and roll call was taken.
Motion, second and vote to approve as sent the April 19, 2016, Regular meeting minutes: Mewes, Neumann, 4-0 affirmative.
After review -- motion, second, and vote (Reedy, Neumann, 4-0 affirmative) to approve claims as follow: Bank-Direct - Internal Revenue Service (941) - $1,911.97; Salaries - $2,966.50; Constellation Energy - $23.63; NE Dept. of Revenue (501N) - $258.63; NE Rural Water Association (Pike -- Backflow Continuing Education) - $75.00; Norris Public Power - $1,308.06; One-Call Concepts - $8.67; Milton Pike (Tel Comp.) - $25.00; Milton Pike (Postage Reimb.) - $22.95; Security First Bank - (Pike-IRA) - $55.00; Shell - $65.15; Milford Woutzke - (Tel. Comp.) - $5.00;Wymore Arbor State - $145.81; Wymore Oil Company - $67.00; TOTAL CLAIMS: $6,938.37.
CDBG PROJECT # 15 PW-015: ANY PERTINENT INFORMATION : No new information.
RESOLUTION 2016- 5---STOP SIGNS: Members verified several locations for City Attorney Carothers to include in Resolution 2016-5, which will be addressed at the next Regular meeting.
CITY CELEBRATION, MISC. ASPECTS AS NECESSARY: Correlation efforts continue (advertising) between Tractor and Car Show facilitators and Becky Reedy. In other matters, Council member Reedy indicated that an individual has agreed to “pay for runner-up trophies.”
HJP PEST CONTROL/ SEASONAL SPRAYING: EXTENDED CONTRACT (5/31, 6/14, 6/28, 7/12, 7/26, 8/9, 8/23, 9/6, 9/20 - 9 @ $235 w/ 84.60 discount = $2.030.40): Discussion, followed by motion, second, vote to approve extended contract - (Reedy, Mewes, 4-0 affirmative.
BULLYING IN PARK-LAW ENFORCEMENT: Mayor Meyer and Council members Carmichael, Mewes, Neumann, Reedy, as well as Rod Bohlmeyer, Chelsea and Eric Chab, and Lance Spencer contributed information regarding incidents of “bullying in the park” and other locations. Officer Schley provided pamphlets on bullying and left the meeting briefly to talk to the family of a person involved in several reported “bullying” incidents. (Schley later returned to report he had visited with the family , and he informed members that family members plan to attend the next Regular meeting.)
TITAN MACHINERY-MIKE PETERSEN: Mike Petersen addressed members regarding potential replacement of the City’s 455C backhoe with a new 580NEP Case ( with governmental discount) -- municipal lease at 2.7 % interest rate and which could be purchased at the end of term for $1.00. (Quotation # 15391 is attached to office and member copies of minutes ). Following the presentation by Peterson, members (Carmichael, Reedy, Meyer) suggested comparative analysis (as Holland; Cat - Lincoln; John Deere - Lincoln, Kan-Equip -Marysville), which will be pursued by email from the City Office -- to expand potential purchase options to include a “best deal” scenario.
PLANNING AND ZONING: No new applications.
CLEAN-UP: Council member Reedy continues with plans to remove a remaining debris pile at one demolition site. One location was determined to be resolved. Attorney Carothers indicated that he plans “to get one legal issue under way (court) within the next two weeks. The property owner expressed his intent to remove debris and fill the area in the near future, and Attorney Carothers and Council member Reedy arranged to go with the property owner to the site following the meeting (others may also go) to gain better perspective in a needs assessment. If necessary, DEQ will be contacted for clarification of questionable aspects.
