The Regular Meeting of Mayor and Council was held on June 7, 2016, in the Blue Springs City Hall, Blue Springs, NE.
PRESENT: Mayor Meyer, Council members Carmichael, Mewes , Neumann, Reedy

OTHER ATTENDEES: City employee Mike Pike, Connie Mewes, Tim Brown, Hope Brown, Lance Spencer
Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearing/meeting was open to public attendance.
At 7:30 PM, Mayor Meyer called the Regular meeting to order and roll call was taken.
Motion, second and vote to approve as sent the May 17, 2016, Regular meeting minutes: Neumann, Mewes, 4-0 affirmative.
After review -- motion, second, and vote (Mewes, Neumann, 4-0 affirmative) to approve claims as follows: Bank-Direct- Internal Revenue - (941) - $1,499.90; Salaries 6,717.21; Beatrice Concrete - $138.92; Blue Springs Cemetery (Txs) - $2,800.00; Blue Springs Rural Fire Dept. CDBG PROJECT # 15 PW-015: ANY PERTINENT INFORMATION: Mayor Meyer asked Employee Pike if John Berry (Gilmore) has contacted Norris about the poles that need to be moved. Pike will contact Berry for current information. Meyer also asked if “Kent did the trees?” Pike responded, “Yes.” Council member Neumann requested that Tractor Show flyers be mailed from the City office directly after the 4th of July.
FUND TRANSER TO FACILITATE CDBG # 15 PW-O15 DRAW DOWN # 3 - (City Portion: 19,705.14):
Motion, second and vote (Reedy, Neumann, 4-0 affirmative) to cash Keno CDs (#4206000698 - $10,197.90 plus interest and # 4206000699 - $10,197.90 plus interest) and transfer the total amount from the Keno fund in General checking to the General Fund in General checking. Motion, second, and vote (Reedy, Neumann, 4-0 affirmative) to transfer “same” total from the General Fund within General checking to the Street fund within General checking -- to facilitate payment of the City portion of CDBG Draw Down # 3.
CITY CELEBRATION, MISC. ASPECTS AS NECESSARY: Council member Reedy reported that flyers have been taken to Marysville. The date of the event is set for Sunday, August 21st. Advertising is anticipated to be included in all/some of the following newspapers: Wymore, Penny Press, Fairbury, Hickman. Considerations are being given to bounce house/slide from a different service provider that “will come in and set up and maintain (Reedy)”
COST COMPARISON - BACKHOE: Cost-comparison continues. Employee Pike indicated that “John Deere would be willing to bring one down for the City to check out.” Pike also stressed that “wheel base must be the same” as that of present equipment.
PLANNING AND ZONING: No new applications.
CLEAN-UP: One courtesy clean-up letter (general) will be sent. Two certified letters (mowing) were requested. Tim Brown (who noted his volunteer “mowing without reimbursement in preparation for the last City celebration day,” as well as “circulating flyers and pursuing door prizes“) asked if it would be possible for the City to send out clean-up notices early (three examples: mowing issues, a trailer full of cans, and an ash heap) so that the City would look better for the annual event, and he would have less responsibility this year. Mayor Meyer noted necessity for the City to follow standard procedure, which is time-consuming and offers little room for deviation, as well as not including stipulations for address of certain “undesirable appearance” situations.
