The Regular Meeting of Mayor and Council was held on November 1, 2016, in the Blue Springs City Hall, Blue Springs, NE.
PRESENT: Mayor Meyer, Council members Carmichael, Mewes, Neumann
ABSENT; Council member Reedy
OTHER ATTENDEES: City Employee Milton Pike, Gilmore Engineer Keith Gilmore, Connie Mewes
Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearing/meeting was open to public attendance.
At 7:30 PM, Mayor Meyer called the Regular meeting to order and roll call was taken.
Motion, second and vote (Mewes, Carmichael , 3-0 affirmative) to approve as sent the October 18, 2016 CDBG Public Comment Public Hearing and the Regular meeting minutes.
After review -- motion, second, and vote (Neumann, Mewes, 3-0 affirmative) to approve claims as follows: Bank-Direct - Internal Revenue (941) - $1,544.01; Salaries 2,979.95; Constellation Energy - $3.35; Municipal Supply - $115.45; NE Dept. of Revenue (501N) - $187.25; NE Public Health Environmental Labs - $15.00; Norris Public Power - $1,298.44; Milton Pike - (Tel. Comp.) - $25.00; Postmaster - $162.00; Security First Bank - (Pike/IRA) - $55.00; Shell - $377.34; Dezerei Sivadon - (Meter Dep. Ref) - $41.11; Milford Woutzke - (Tel. Comp.) - $5.00; Wymore Oil Company - $98.91; TOTAL CLAIMS: $6,907.81.
CDBG PROJECT # 15 PW-015: ANY PERTINENT INFORMATION: Acknowledgment of receipt of Gilmore letter of October 24, 2016 describing the results of the Friday, October 21, 2016 walk-through observation, which included a 7-point list of items that were noted as deficient or requiring repair. Employee Pike is to take care of a “post” situation. Pavers will be back to finish up. Minor CDBG paperwork corrections are pending.
PARK SIDEWALK: Keith Gilmore provided information. ADA requirements can be met (grades, slopes, reasonable distance) within a deviation from absolute straight pathway (jog thru park). John Berry of Gilmore will provide plans, which will include the south side of the park, and by additional calculations, the east side of park to the bridge. Plans will be used in a bidding process between local contractors (work planned - Spring/2017).
PLANNING AND ZONING: No applications discussed.
DANGEROUS DOGS: Second letter pending to dog owner (Carothers).
CLEAN-UP: Upon conclusion of court process for the pending issue, determinations will be made to ascertain cost-effectiveness of City clean up of the property.
