The Blue Springs Regular Meeting of Mayor and Council was held on February 21, 2017,in the Blue Springs City Hall, Blue Springs, NE.
PRESENT: Mayor Meyer, Council members Carmichael, Mewes, Neumann
ABSENT; Council member Reedy
OTHER ATTENDEES: Employee Milton Pike, Connie Mewes, Chris Peterson, Tim Brown, Hope Brown
Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearings/meeting was open to public attendance.
At 7:30 PM, Mayor Meyer called the Regular meeting to order and roll call was taken.
Motion, second and vote (Mewes, Carmichael, 3-0 affirmative) to approve as sent minutes for the February 7, 2017 Regular meeting AND Public Hearing for the One and Six Year Plan AND Public Hearing for Zoning Ordinance # 455.
After review -- motion, second, and vote (Neumann, Carmichael, 3-0 affirmative) to approve claims as follow: Bank Direct: - NE Dept. of Revenue (#10) - $297.25; Salaries $1,825.15; Black Hills Energy - $48.94; Constellation Energy - $98.14; Crete Ace Hardware - $104.97; Morris Used Cars - $239.65; NE Public Health Environmental Labs - $15.00; Security First Bank - (Pike - IRA) - $55.00; Windstream - $76.24; Wymore Arbor State - $125.05; Wymore Oil Company - $65.00; TOTAL CLAIMS: $2,950.39 (&) from the Blue Springs Keno Lottery Account to the Blue Springs Keno Fund in the General Checking Account (Annual Fund Transfer) - $42,745.85.
CDBG PROJECT # 15 PW-015: PROGRAM CLOSE INFORMATION: No information to discuss.
PLANNING AND ZONING: No applications to discuss. No candidates for Planning & Zoning membership discussed. Mayor Meyer will review what was described by Connie Mewes as a “driveway barrier being erected, using pallets.”
DANGEROUS DOGS (FOLLOW-UP AS NECESSARY): No new information to discuss. Removed from agenda until such time as need arises to revisit issues. Mayor Meyer will make inquiries regarding a potential dangerous dog “put down.”
EQUIPMENT: BACKHOE PURCHASE: Chris Peterson gave an overview of a used backhoe soon available for purchase/replacement of City’s 30-yr old backhoe with 10,000 hrs: Initial specs: $18,900; fr City of Beatrice; primary operator - Lineweber; 6,000 hrs. Council member Mewes stated that he felt the City was more in need of a mower at this time. Council member Carmichael said he did not believe the City would be gaining enough hours with this unit to justify purchase. Further elements of discussion supported negative decision now, but time remains for further consideration.
CLEAN-UP, including DESIGNATION OF CLEAN-UP DAY: Determination was made to hold Spring Clean-Up Day on April 19th, with notification by “flyer” designated to community members and service providers -- 2-3 weeks before the scheduled event.
Other:
Mayor Meyer asked about operational status of crack-sealing equipment. Pike responded that the kettle heated for two days without material reaching required fluidity. Heating oil and tubing issues were considered in the problem-solving process, with operational safety recognized by all as a primary concern. Plans are to get the old machine out and use it.
