The Blue Springs Regular Meeting of Mayor and Council was held on March 21, 2017, in the Blue Springs City Hall, Blue Springs, NE.


PRESENT: Mayor Meyer, Council members Carmichael, Mewes, Neumann, Reedy


ABSENT;


OTHER ATTENDEES: Employee Milton Pike, Connie Mewes



Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearings/meeting was open to public attendance.


At 7:30 PM, Mayor Meyer called the Regular meeting to order and roll call was taken.


Motion, second and vote (Carmichael, Mewes, 4-0 affirmative) to approve as sent minutes for the March 7, 2017 Regular meeting.


After review -- motion, second, and vote (Neumann, Carmichael, 4-0 affirmative) to approve claims as follow: Bank Direct: - NE Dept. of Revenue (10) - $279.06; Salaries - $1,821.23, Black Hills Energy - $37.04; Blobaum & Busboom - (Examination/Financial Reports) - $3,250.00; Constellation Energy - $50.63; NE Public Health Environmental Labs - $15.00; Milton Pike (Reimb.) - $199.97; Schuster Outdoor RV, Inc. - (Mower) - $8,879.00; Security First Bank (Pike - IRA) - $55.00; Westlake Ace Hardware - $161.99; Windstream - $81.13; Wymore Arbor State - $60.75; TOTAL CLAIMS: $14,890.80.


CDBG PROJECT # 15 PW-015: PROGRAM CLOSE INFORMATION: (from: SENDD 3/14/17 correspondence): Final Project documents to be submitted to NDED. ---- Acknowledgment of action remaining: Final Status Report - copy to file. Final Wage Compliance Report - copy to file. Final Financial Report: Mayoral signature and date. Copy to grant file, original back to SENDD. Remaining: NDED Monitoring - to be scheduled by NDED at a future date.


PLANNING AND ZONING, WHICH MAY INCLUDE NEW MEMBERSHIP: No new applications. Two names were noted for potential membership in the Commission -- Steve Mathews (by Reedy), Tim Brown (by Neumann). Council member Reedy will contact them to determine interest.


EQUIPMENT: WHICH MAY INCLUDE MOWER-ACCESSORY(PURCHASE)CONSIDERATIONS,
REVIEW OF OPERATIONS/OUTSIDE SERVICES/PURCHASE & SALVAGE :
as might include - SWEEPER, BACKHOE, TAR KETTLE, ETC.:
1.) The mower (Schusters - Beatrice) has been ordered (and included in meeting claims). It was noted (Reedy/Pike) that a trash bag and bolster seat have been ordered, and a FREE sun shade was given.
2.) Sweepers were discussed by all members. Carmichael noted that nothing was available “close by.” Reedy brought up two which were believed to be from a construction company - that are available in the Kansas City area, and that transportation charge to the City was anticipated to be $3.5 per loaded mile. Neumann called for consideration based on unit “miles in use.” Meyer expressed reluctance to consider one of them, due to “nothing being known” about the brand name (Swaize?) Meyer also wondered, “why construction company didn‘t trade them off, if they were still good units.” Pike said he knew of nothing good on the market at this time, but that he could make a call about those located by Reedy. Mewes told of hesitance to consider the purchase of anything in the $18,000 range (one available unit), since sweeper is used, “4-5 days a year only.” Carmichael agreed that $18,000 was “too high.” Meyer asked if Mike checked with a service provider about sweeping for the City, and Pike indicated he had not yet got in touch with an option in Crete. Meyer also suggested that dealers could be contacted to determine fair market value.


CLEAN-UP: No new information on a pending issue.
