The Blue Springs Regular Meeting of Mayor and Council was held on May 2, 2017, in the Blue Springs City Hall, Blue Springs, NE.


PRESENT: Council members Carmichael, Mewes, Neumann, Reedy


ABSENT; Mayor Meyer


OTHER ATTENDEES: Employee Milton Pike, City Attorney Andy Carothers, Shelby Temps, Tiffany Henrichs, Connie Mewes, Tim Brown, Hope Brown, Arlene Smith, Lance Spencer


Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearings/meeting was open to public attendance.


At 7:30 PM, Council President Carmichael called the Regular meeting to order and roll call was taken.
Motion, second and vote (Mewes, Neumann, 4-0 affirmative) to approve as sent minutes for the April 18, 2017 Regular meeting.


After review -- motion, second, and vote (Neumann, Mewes, 4-0 affirmative) to approve claims as follow: Bank Direct - Internal Revenue Service (941) - $1,677.82; Salaries - $3,122.87; American Legal Publishing (Codebook updates) - $358.00; HJP Pest Control - (Seasonal Mosquito Spraying) - $2,030.40; MARC - $486.04; NE Dept. of Revenue - (501N) - $212.56; Nebraska Public Health Environmental Labs - $15.00; Norris Public Power - $1,222.50; Milton Pike - (Tel. Comp.) - $25.00; Security First Bank - (IRA - Pike) - $55.00; Shell - $209.08; Tractor Supply - $19.99; Milford Woutzke (Tel. Comp.) - $5.00; Wymore Oil Company - $100.55; TOTAL CLAIMS: $9,539.81.


HJP PEST CONTROL EXTENDED SEASONAL SPRAYING: Seasonal mosquito spraying schedule was approved within meeting claims.


ANNUAL INSURANCE PACKAGE- CASH/REPLACEMENT OPTION COMPARISONS: No new information.


CDBG PROJECT # 15 PW-015: PROGRAM AUDIT UPDATE: No new information.


PLANNING AND ZONING, WHICH MAY INCLUDE NEW MEMBERSHIP: No new applications.


EQUIPMENT: WHICH MAY INCLUDE, GENERAL REVIEW OF OPERATIONS, OUTSIDE SERVICES/PURCHASE As might include - SWEEPER, BACKHOE, TAR KETTLE, ETC: Council member Reedy indicated contact with outside service provider (Beatrice) for temporary street sweeping service was not yet accomplished. Several sweeper options (from upcoming online auctions) were noted by Council members Reedy and Carmichael. Reedy and Carmichael spoke of personal sources through which initial evaluation of equipment might be accomplished before a City bid would be placed. Bid authority was discussed - as $12,500 in a past situation, and $10,000 - by previous suggestion, but no amount was designated. Review and evaluation of purchase options will continue. Discussion turned to other equipment. It was reported that the backhoe is down, and that, (Pike) arrangements for repair (Gary’s Diesel) are in place. Council member Carmichael spoke of an available crack-sealer, but Pike responded that the present City crack-sealing equipment is operational.


PARK SIDEWALK/DRAWINGS TO SUPPORT LOCAL CONTRACTOR-PRICING: Drawing not yet completed for local contractor(s) review, estimate. Measurements will be taken (Reedy), and members voiced no objection to City removal of a tree that is causing damage to walkway and curb.

MANDATORY TRASH PICKUP; Q & A SESSION WITH TEMPS DISPOSAL SERVICE (with considerations for reduced billing for low income and/or minimal use customers, subsidy to City for collection). Shelby Temps gave the presentation, which identified variables: Three levels of community participation, which included the customer using his own container, and the option of two different size Temps containers. Possibility of senior citizen rate for some was discussed, as was the pricing situation for customers with low-volume disposables. Members agreed that optimal control would be achieved by having the City include trash removal cost on the water/sewer utility bill, however - requests for extra pickups, special services, could complicate a timely billing process. Shelby Temps will work up a proposal for the members to discuss at the next Regular meeting (May 16).


ABATEMENT OF STORAGE UNIT: LEGAL ACTION: Attorney Carothers advised that legal address was in place for removal.


WARD ELIMITATION (REX ADAMS): Attorney Carothers indicated that “electing at large,” rather than the existing ward designation process is a possibility, and he provided a handout of Nebraska Revised Statutes - 17-102 Wards: number; how determined (a copy of which is attached to these minutes and available for public review). Due to the timeline available for getting this on the ballet (2018, with potential 2020 enactment of “electing-at-large,”) the topic will be returned to meeting agenda at a later date.


PENNY PRESS DELIVERY RESTRICTIONS (REX ADAMS): Tabled.


CLEAN UP - REVIEW OF CLEAN-UP DAY, AND GENERAL ISSUES: One issue with property transfer considerations continues. Council member Reedy suggested members address an increasing problem of “unlicensed vehicles” throughout the community, and asked that members be prepared to compile a list for the next regular meeting (of unlicensed vehicle infractions). After review of a trash accumulation issue, City Attorney Carothers advised sending a certified letter with a week only (after receipt) timeline for removal of the infraction which poses a strong health issue. The certified letter will be sent.
