The PUBLIC HEARING for Special Use Permit Application (Woodyard)/as covered by Ordinance # 457, and the Regular Meeting of Mayor and Council was held on June 6, 2017, in the Blue Springs City Hall, Blue Springs, NE.

Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearings/meeting was open to public attendance.
At 7:30 PM, Mayor Meyer called the Regular meeting to order and roll call was taken.
Motion, second and vote (Mewes, Neumann, 3-0 affirmative) to approve as sent minutes for the May 16, 2017 Public Hearing and Regular meeting.
After review -- motion, second, and vote (Neumann, Mewes, 3-0 affirmative) to approve claims as follow: ) - Bank Direct - Internal Revenue (941-May) - $1,664.41; Salaries -$6,925.96; Beatrice Concrete - $253.38; Blue Springs Cemetery (Annual Taxes) - $2,800.00; Blue Springs Rural Fire Department (Annual Taxes) - $2,900.00; Constellation Energy - $9.86; Jerry’s Diesel Service- $180.00; NE Dept. of Revenue (501N - May) - $204.56; NE Public Health Environmental Labs - $15.00; Norris Public Power - $1,226.77; One-Call Concepts - $1.89; Milton Pike (Tel. Comp.) - $25.00; Security First Bank (Pike - IRA) - $55.00; Shell - $462.07; Tractor Supply - $25.98; Milford Woutzke (Tel. 7:30 PM - PUBLIC HEARING: SPECIAL USE PERMIT APPLICATION (WOODYARD) - -- Hearing called to order (7:05 PM- Motion - (Mewes), second - (Neumann), vote 3-0 affirmative).
Attorney Carothers conveyed Planning & Zoning Commission statement of recommendation to Council to approve Special Use Permit Application (Woodyard)/as covered by Ordinance # 457, amended to include lighting stipulations, and called or comments/questions from attendees. No questions or comments were made. Following discussion by Mayor and Council, motion (Reedy), second (Mewes) and 3-0 affirmative vote to amend Ordinance #457 to include lighting stipulations (lighting above unit doors only, shining down on doors). Rule of three readings suspended by motion (Reedy), second (Neumann) and 3-0 affirmative vote. Ordinance # 457 was read by Attorney Carothers, and which included amended information for added lighting stipulations - “lights above unit doors only, shining down on doors”. Ordinance # 457, as amended, was approved by motion (Mewes), second (Neumann), and 3-0 affirmative vote. Motion to close Public Hearing (Neumann), second (Mewes), and 3-0 affirmative vote, and proceedings were returned to Regular session.
PLANNING & ZONING: Building permit application for Woodyard storage unit facility (previously receiving P & Z recommendation for Council approval) was approved by motion (Mewes), second (Reedy), and 3-0 affirmative vote. Applicant will be informed of fees ($24.00 - building permit; $25.00 special use).

The minutes of the /Public Hearing/ Regular meeting were read and approved June 20. 2017.
