October 17, 2017


The Regular Meeting of Mayor and Council was held on October 17, 2017, in the Blue Springs City Hall, Blue Springs, NE.

PRESENT: Mayor Meyer, Council members Carmichael, Mewes, Neumann, Reedy


ABSENT;


OTHER ATTENDEES: City Employee Mike Pike, City Attorney Andy Carothers, Connie Mewes, Skyline Construction Representative(Dave Manes), Tillotson Enterprises Representatives (Justin Zysset, Dave Workman)


Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearing/meeting was open to public attendance.


At 7:30 PM, Mayor Meyer called the Regular meeting to order and roll call was taken.


Motion, second and vote (Mewes, Carmichael, 4-0 affirmative) to approve as sent minutes for the October 3, 2017 -- Regular meeting.


After review -- motion, second, and vote (Neumann, Mewes, 4-0 affirmative) to approve claims as follow: Direct Payment --NE Dept. Rev (10) - $177.56; Salaries - $1,936.55; Black Hills Energy - $24.70; Municipal Supply - $237.56; NE Dept. of Rev (51C) - $2,098.00; NE U. C. Fund - $30.25; One-Call Concepts - $4.92; Milton Pike (Reimb.) - $23.75; Postmaster - $166.00; Security First Bank - (Pike - IRA) - $55.00; T.O. Haas - $405.27; Windstream - $72.41; Wymore Arbor State - $343.75; Wymore Lumber - $29.90; Wymore Super Foods - $13.54; TOTAL CLAIMS $5,619.16.


PLANNING AND ZONING: No new applications.


CITY BUILDINGS REPAIRS: CONTRACTOR PRESENTATIONS: Particulars were given for applications.
(TILLOTSON): 2 proposals --- (1) - Seal all 3 roofs - metal restoration, power wash, kill algae, secure metal, stripe roof, seams and fasteners first - vertical and horizontal, gray-blue acrylic - 2” spun flex, fully bonded- adheres; ridge caps - same but with 5” fabric, caulked then final coat -- with exception - (storage building) - spray foam first, remove loose materials/bond brick together with foam (12 Year warranty) (2) full spray foam to high R factor on full roof (higher cost). Neumann asked if cap could be red-coated to match brick, and it was identified as an option. (12 Year warranty on job) --- With each option, in the event of damage claims (as hail); after repairs by them, warranty would reset to a 12-year warranty. Would not do the picnic shelter or restrooms - since don’t do asphalt repair.
(SKYLINE): Duralast roof system fastened with screws/plates, then heat-bonded fabric. Tuck pointing and replacement of missing brick would be necessary to create a fully enveloped system, 88% reflective rate - so good result on heating/cooling cost. Vents (2) would be installed to address potential roof-moisture issues (15 Year full warranty). Would do picnic shelter and restrooms with asphalt.
Cost for systems was not discussed in detail since it is necessary for the City to receive information from insurance company (damage claim payment) before further analysis and any decision can be made.


MANDATORY TRASH PICKUP- REEDY/results of discussion with SHELBY TEMPS: A motion was made by Council member Mewes to remove considerations for mandatory trash pickup from the agenda. Motion died from lack of second. Council member Reedy made a motion to continue with the evaluation process. The motion was seconded by Council member Neumann, and approved in a vote of: Neumann - Yes; Reedy - Yes, Carmichael - Yes, Mewes - No. Council member Reedy provided information as available (As: Senior Citizen discounted price based on age 65 years qualification, and option of City waiver for multiple site property owners) Shelby Temps is anticipated to be in attendance at the next Regular meeting on November 7, 2017. Further aspects for continued review were noted (As: (Carothers) - Ordinance with specific factors to be drafted and put on ballot -- (Neumann) - Does it need to be put on ballot? (Carothers) - Council can decide. -- All members and Attorney Carothers expressed concern for how payments (if not full payment of bill) would be applied. Garbage first? Sewer second? Water last? With water to be shut off in non-payment situations.


ACQUISITION OF BROAD STREET PROPERTY: Attorney Carothers provided tax purchase certificates for City acquisition process of one property.


CLEAN UP which will include THOMAS FOUNDATION GRANT PREPARATIONS FOR DEMOLITION OF DILAPIDATED BUILDINGS, ONE PROPERTY AT A TIME INVOLVEMENT, as well as INOPERABLE/UNLICENSED VEHICLES Several properties for the Thomas Foundation grant application for demolition of dilapidated properties were discussed.. Further review will include on site inspection of properties (Carothers, Reedy, possibly Pike) set for next Wednesday - 5 PM. On another matter, Council member Carmichael asked for review consideration for general clean-up. Determination was made (Meyer) that someone was moving in and were expected to address clean-up issues. Review will follow, with any necessary action to be thereafter applied.
