The Regular Meeting of Mayor and Council was held on October 3, 2017, in the Blue Springs City Hall, Blue Springs, NE.


PRESENT: Mayor Meyer, Council members Carmichael, Mewes, Neumann, Reedy


ABSENT;


OTHER ATTENDEES: City Employee Mike Pike, City Attorney Andy Carothers, Connie Mewes, Skyline Construction Rep (Thiner), Tillotson Enterprises Rep (Zysset), Lance Spencer, Kylie Diekman


Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearing/meeting was open to public attendance.


At 7:30 PM, Mayor Meyer called the Regular meeting to order and roll call was taken.


Motion, second and vote (Carmichael, Mewes, 4-0 affirmative) to approve as sent minutes for the September 19, 2017 -- Regular meeting.


After review -- motion, second, and vote (Neumann, Carmichael, 4-0 affirmative) to approve claims as follow: Direct Payment -- Internal Revenue Service (941) - $2,026.48; Salaries $3,157.59; Bear Graphics - $124.65; Constellation Energy - $4.10; Flood Communications (KWBE- Municipal Publicity) - $1,512.00; Norris Public Power - $1,240.70; T. L. Excavation - $880.00; Municipal Supply - $189.04; NE Dept. of Rev (941N) - $283.56; Milton Pike (Tel. Comp.) - $25.00; Security First Bank - (Pike - IRA) - $55.00; Shell - $299.95; T.O. Haas - $405.27; Willet & Carothers - $4,380.00; Milford Woutzke (Tel. Comp.) - $5.00; Wymore, City of (Water) - $2,261.77; Wymore Oil Company - $109.00; TOTAL CLAIMS: $16,959.11.


PLANNING AND ZONING: No new applications.


CITY BUILDINGS REPAIRS: RFP RESPONSE/ BID OPENING: Two contractors were present, but bid comparison was not achieved due to what was described (by Skyline Construction representative and agreed upon by Tillotson Enterprises representative) as lack of unsuitable spec requirements, and the need to first address structural problems. that, if not corrected, would compromise the success of any new roofing application. Determination was made that the roof repair proposal specs were for a repair method neither sufficient nor recommended for the nature of repairs needed on City buildings. The insufficiency was noted by Skyline rep, (that nonetheless provided a proposal in compliance with bid specs), as well as by Tillotson rep (that instead gave a proposal for an adequate repair system). It was noted that Skyline would be interested in the asphalt repair needed on the restroom building and the park shelter, and that Tillotson does not do that type of work. Skyline rep further requested that the insurance company be notified of contractor participation, so that compliance standard could be assured and the process activated, which could well include “maximizing the claim.” Carothers will email both contractors the initial insurance report. The Skyline service availability was described as, “can do work even when it snows,” and the Tillotson product as, “weather dependent.” The available comparison of figures and methods was described by Attorney Carothers as “apples to oranges,” which necessitated re-address--to comply with “fair bidding practices”--- and scheduling was determined for both contractors to present proposals of their “needs assessment and product” at the next Regular meeting (October 17).


MANDATORY TRASH PICKUP- REEDY/results of discussion with SHELBY TEMPS: Council Member Mewes stated that two communities that have mandatory garbage have reported little improvement of clean-up issues as a result of the service. Reedy offered that questions (to Shelby Temps and Bank) have not yet been answered to make further determinations on the issue. Topic will continue on the agenda, and parties
will be contacted again.


CAR/TRACTOR SHOW REPORT: Documented cost to date -- $4,393.71 Small possibility remains for the receipt of other billing. Expenditures were determined to be within the $5,000 budget allowance, and the topic was removed from agenda.


ACQUISITION OF BROAD STREET PROPERTY: Attorney Carothers provided documentation requiring the signature of Mayor Meyer, and by that authority the process to secure purchase was activated.


CLEAN UP which will include THOMAS FOUNDATION GRANT PREPARATIONS FOR DEMOLITION OF DILAPIDATED BUILDINGS, ONE PROPERTY AT A TIME INVOLVEMENT, as well as INOPERABLE/UNLICENSED VEHICLES. A list of dilapidated structures (compiled by Rex Adams) was discussed, and determinations were made of those “best qualifying”, as based on need and financial capability of property owners-- for inclusion in a Thomas Foundation grant application. Council member Reedy identified those on the list that have already been asbestos-tested. Attorney Carothers will research (Court House records for tax and lien information) properties remaining on the list at the close of discussion. Process will continue to refine the potential list, thus to further the grant application process.

OTHER: Council member Mewes expressed concern about complaints regarding “the Council not getting anything done,” and he wondered why the paving project of the last CDBG project was not being recognized by certain disgruntled members of the community.
