The Regular Meeting of Mayor and Council was held on April 17, 2018, in the Blue Springs City Hall, Blue Springs, NE.
PRESENT: Mayor Meyer, Council members Carmichael, Mewes, Neumann, Reedy
ABSENT;
OTHER ATTENDEES: Connie Mewes, Mike Pike, Ryan Wiese, Michelle Manes, Rex Adams, Dean Cole, Andy Carothers
Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearing/meeting was open to public attendance.
At 7:30 PM, Mayor Meyer called the Regular meeting to order and roll call was taken.
Motion, second and vote (Mewes, Neumann, 4-0 affirmative) to approve as sent minutes for the April 3, 2018 Regular meeting.
After review -- motion, second, and vote (Neumann, Carmichael, 4-0 affirmative ) to approve claims, at which point Attorney Carothers requested that he be allowed to confer with Nebraska Charitable Gaming (Keno) to discuss the unusual circumstances/unusual winning trend which was found to be the result of a “cracked ball.” A motion followed to rescind original motion: Neumann, Carmichael, 4-0 affirmative vote, and another motion was made by Carmichael, second by Mewes, and 4-0 affirmative vote to pay claims as follow which excluded: Keno Proceeds Account -( March Keno Report ) for $135,106.29 (transfer), and the Keno Proceeds check to Blue Springs Keno for $135,106.29, leaving the following approved claims: Bank Direct - NE Dept. of Revenue (10) - $259.76; Payroll - $2,120.00; Black Hills Energy - $43.67; NE Dept. of Rev (51C) - $4,159.00; NE UC Fund - $178.37; NMC Exchange - $465.76; Milton Pike (Postage Reimb.) - $24.70; Postmaster - $140.00; Security First Bank (IRA - Pike) - $55.00; T.O. Haas - $239.69; Windstream - $85.50; Wymore Arbor State - $261.23; Wymore Lumber - $393.27; TOTAL CLAIMS: $8,425.95.
EMS SAFETY DIVIDEND CHECK $1,410.96 - RYAN WIESE: Ryan Wiese made the presentation of the “safety dividend check,” and members expressed gratitude.
PLANNING & ZONING: One building permit application under review (which was approved by the P & Z Commission at the 4/16 meeting) (Lonnie Meyer - storage building) was approved by motion by Council member Mewes, second by Neumann, and a 4-0 affirmative vote. Property owner was advised of approval and fee.
MANHOLE/INTERSECTION/SIDEWALK - ANY REMAINING CONCERNS: No changes noted in scheduling (April/May) for work to begin.
CLEAN UP which will include THOMAS FOUNDATION GRANT PREPARATIONS FOR DEMOLITION OF SUB-STANDARD BUILDINGS, AND RESULTS OF CLEAN-UP LETTER: Rex Adams addressed members, noting areas he described as “City Responsibility” (Trash Yard/Truck on Road; Junk and Unlicensed Vehicles; Tire & Scrap Piles in a month or so already, Apply for a County Park Grant to Remove Sand from Playground and Put in the Rubber Pieces; Stop Shoving Wood Chips Down the Gulley Behind City Hall; Basketball Court - Hoop - Put up; Park Sidewalk; Replace Some Street Signs or at Least Start to; Walk in Door Old City Building, Work on a Plan for Tires on Tire Amnesty Day; Stop Dumping Concrete, Bricks on Top of City Well Field) and a “Report -One Property at a Time.” (Trailer Homes - Working on 6 for Removal; 3 Semi Trailers to be Removed; 3 Old Boats; 2 Chicken Houses; 3 Old Garages; 3 Houses Removed; 3 Vehicles Coordinated Removal for Landowners; Tree & Brush Cleaned Up and Hauled Away, 1 Old Porch Hauled Away, Tree Plan for the City, Landscape Plan for Our Properties, Help Owners Get Items for City Wide Clean-up) Each topic was discussed. Adams suggested “tour of community,” with Mayor Meyer conducting the review with two council members at one time, and the remaining two at another time, this to increase awareness of community clean-up needs and violations. Mayor Meyer stated it was a possible plan for after “Spring Clean-Up Day (25th). Progress was noted after the mailing of a courtesy clean-up letter , and the deadline for another courtesy letter has not yet been reached. If clearance is not accomplished in timely fashion (by 27th), Employee Pike is to provide pictures to Attorney Carothers to support legal address. Two other courtesy letters were determined. Mayor Meyer told Employee Pike to get new street signs where needed, and told of plans to make a list of junked/inoperable/unlicensed vehicles that need to be addressed. Attorney Carothers agreed to provide Rex Adams with “sign-off” documentation for those wishing to allow One Property at a Time to clear structures/trailers from their properties many of the properties may be integrated into the Thomas Grant application process. Rex Adams also stressed the importance of intensifying safety efforts in situations necessitating that 811 be called. Dean Cole addressed members, asking for consideration in reference to “removing or fixing” the damaged barrel house at the City Park, and “replacement of backboards at the basket ball court.”
EMPLOYEE HANDBOOK: Determination was made for Attorney Carothers to return to the council (subsequent meeting) with his recommendations based on sample handbooks from other like communities and certain particulars pertinent to Blue Springs.
HYDRANT DAMAGE FOLLOW-UP, AS NECESSARY: Lauby bill not yet received for repair work. When received, the price of a new hydrant will be added and the total replacement/repair cost will be submitted to the individual who accidentally backed over the hydrant which he can then submit to his insurance company.
