The Regular Meeting of Mayor and Council was held on May 1, 2018, in the Blue Springs City Hall, Blue Springs, NE.
PRESENT: Mayor Meyer, Council members Carmichael, Mewes, Neumann
ABSENT; Council member Reedy
OTHER ATTENDEES: Connie Mewes, Mike Pike, Andy Carothers
Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearing/meeting was open to public attendance.
At 7:30 PM, Mayor Meyer called the Regular meeting to order and roll call was taken.
Motion, second and vote (Mewes, Carmichael, 3-0 affirmative) to approve as sent minutes for the April 17, 2018 Regular meeting.
After review -- motion, second, and vote (Neumann, Mewes, 3-0 affirmative ) to approve claims as follow: Bank Direct - Internal Revenue (941) - $1,619.33; Payroll - 2,821.35; Beatrice Sand & Gravel - $160.80; NE Dept. of Revenue (501N) - $208.05; NE Public Health Environmental Labs - $30.00; Norris Public Power - $1,331.04; Milton Pike - (Tel. Comp.) - $25.00; Security First Bank (Pike - IRA) - $55.00; Shell - $142.76; Milford Woutzke (Tel Comp) - $5.00: Wymore Oil Company- $120.51; TOTAL CLAIMS: $6,518.84.
ANNUAL CITY CELEBRATION: Employee Pike indicated that the new sidewalk at the City Park presents prohibitive factors for the Tractor Show setup, but determination was made that an alternate (Main Street) approach would allow for use of the location.
PLANNING & ZONING: No new applications.
MANHOLE/INTERSECTION/SIDEWALK - ANY REMAINING CONCERNS: Manhole work anticipated to begin May 2, but with additional (10) manholes added to the project (Increased cost applies). Discussion included future plans to extend park sidewalk to the park shelter (additional cost). The sidewalk in front of City Hall was discussed, with Mayor Meyer initiating conversation regarding the best time for replacement as “when demolition of adjacent, City acquired property is completed” so total area recommendations might be determined. Work on the intersection (Walnut/Broad) is anticipated to begin Thursday, May 3.
CLEAN UP which will include THOMAS FOUNDATION GRANT PREPARATIONS FOR DEMOLITION OF SUB-STANDARD BUILDINGS, AND RESULTS OF CLEAN-UP LETTERS, AND LIST OF JUNKED/INOPERABLE/UNLICENSED VEHICLES, AND MISC. OTHER CLEAN-UP ISSUES: Mayor Meyer asked that members continue to look around for “vehicle” issues and “clean-up“ sites. Pictures (to Carothers) were requested for one clean-up location to support initiation of legal action. A second courtesy letter to a property ownerwas determined. Clean-up progress and continued review was noted at one site. A courtesy letter was requested for removal of an unlicensed vehicle ) from City right-of-way.
EMPLOYEE HANDBOOK: Attorney Carothers will prepare a “sample” based on existing benefit package for full-time employees and his recommendation that the City continue with the definition of “40 hours per week for full-time employees,” rather than the 30-hr designation where there are 5 or more employees, and at which time the sample is available the members will discuss any needed or desired changes.
HYDRANT DAMAGE FOLLOW-UP, AS NECESSARY: Resolved.
