The Regular Meeting of Mayor and Council was held on July 3, 2018, in the Blue Springs City Hall, Blue Springs, NE.


PRESENT: Mayor Meyer, Council members Carmichael, Mewes, Neumann, Reedy


ABSENT;


OTHER ATTENDEES: City Attorney Andy Carothers, Employee Mike Pike, Connie Mewes, Dan Disney


Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearing/meeting was open to public attendance.


At 7:30 PM, Mayor Meyer called the Regular meeting to order and roll call was taken.


Motion, second and vote (Neumann, Mewes, 4-0 affirmative) to approve as sent minutes for the June 19, 2018 Regular meeting.


After review -- motion, second, and vote (Reedy, Neumann, 4-0 affirmative ) to approve claims as follow: Bank Direct - Internal Revenue 941 - $2,656.55; Payroll $3,144.42; Circle D Mfg. - $144.77; Diller Electric - $1,004.25; Lauby Plumbing/Heating/AC - $400.00; NE Dept. of Rev - 941N - $309.72; Norris Public Power - $1,138.41; One-Call Concepts - $8.67; Milton Pike -(Tel. Comp-.) - $25.00; Rewound Power Motors - $146.62; Security First Bank - (Pike-IRA) - $55.00; Shell - $402.47; Tractor Supply - $75.98; Milford Woutzke - (Tel. Comp.) - $5.00; Wymore Arbor State - $147.32; Wymore, City of (Tower/Individual) - $2,308.34; Wymore Oil Company - $134.00; Wymore Super Foods - $17.38; TOTAL CLAIMS: $12,123.90.


ANNUAL CITY CELEBRATION: Per Council member Reedy, “flyers are done and sent out. Some will be brought to City Hall for mailing.” Per Council member Neumann - materials are being prepared for distribution (Tractor Show).


PLANNING & ZONING: No new applications pending.


EMPLOYEE HANDBOOK: Attorney Carothers provided initial draft for review and discussion/decisions at the next Regular meeting.


KENO REVIEW: Attorney Carothers will confer with Charitable Gaming to determine outcome/decisions as per March 2018 unusual payout situation.


DILAPIDATED HOUSES: PROCEDURE: Dan Disney inquired if Attorney Carothers is in the process of completing/providing property owner/representative “sign-off” notifications (to Rex Adams) for authority/inclusion in the demolition project, and Carothers noted that he intends to do that this next week. Preparations and contact is pending for any remaining asbestos testing (Bockman) and excavation (Fossler). The estimate for actual demolition is 2-4 months (Fall).


MEETING TIME CHANGE TO 7PM (REEDY): Members were in agreement to change regular meeting time to 7:00 p. m. Carothers will prepare the ordinance for review/approval at the next Regular meeting.


CLEAN-UP: Review continues for the property owners on the current clean-up list.
