The Regular Meeting of Mayor and Council was held on June 19, 2018, in the Blue Springs City Hall, Blue Springs, NE.
PRESENT: Mayor Meyer, Council members Mewes, Neumann, Reedy
ABSENT; Council member Carmichael
OTHER ATTENDEES: Employee Mike Pike, Carol Hughes, Steve Borgman, Connie Mewes,
Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearing/meeting was open to public attendance.
At 7:30 PM, Mayor Meyer called the Regular meeting to order and roll call was taken.
Motion, second and vote (Mewes, Neumann, 3-0 affirmative) to approve as sent minutes for the June 5, 2018 Regular meeting.
After review -- motion, second, and vote (Neumann, Mewes, 3-0 affirmative ) to approve claims as follow: Bank Direct - NE Dept. of Revenue (10) - 257.29; Payroll: $2,184.10; Black Hills Energy - $24.95; Johnny’s Welding - $63.30; NE Public Health Environmental Labs - $15.00: Postmaster - $168.00; Schuster’s Outdoor & RV - $148.64; Security First Bank (Pike - IRA) - $55.00; T. O. Haas - $131.20; John Trauernicht - $100.00; Windstream - $74.78; Wymore Super Foods - $13.89; TOTAL CLAIMS $3,236.15.
ANNUAL CELEBRATION: Council member Reedy will soon be distributing flyers and providing copies to the City Office for mailing. Council member Neumann will be drafting a letter to potential Tractor Show participants, with information included about the “new approach” to set up in the City Park.
ANNUAL CITY CELEBRATION: SPECIAL BEVERAGE LICENSE REQUEST - STEVE BORGMAN: Borgman provided initial information for plans to have a beer garden (with proceeds to be donated “in part” to One Property at a Time group) during 14th Annual Car Show/Tractor Show. Motion by Reedy, second by Neumann, and 3-0 affirmative vote gave City approval for the inclusion, and paperwork was provided to Borgman for him to complete and return for Municipal signature.
PLANNING & ZONING: Motion, second, vote (Mewes, Neumann, 3-0 affirmative) to approve J. Scheideler building permit application (storage building) - which was approved by the P & Z Commission at 6/18/18 meeting. Applicant will be notified of approval and fee.
EMPLOYEE HANDBOOK: No new information available.
KENO REVIEW: Email information was provided by Attorney Carothers to address, but not designate official particulars of the on-going Keno Review (March-payouts). A copy of Carother’s email is attached to the office copy of the minutes, and available for public review.
DILAPIDATED HOUSES; THOMAS FOUNDATION GRANT APPLICATION: Notification of approval for a grant application to the Margaret and Martha Thomas Foundation was received, along with a much-appreciated grant proceeds check in the amount of $38,610.00 (to be strictly applied to the anticipated $66,000 project having an approved $27,500 contribution from the City). A copy of the acceptance letter is attached to the office copy of the minutes and available for public review, as well as the email by Carothers which summarizes upcoming initiation of procedure.
CLEAN-UP: Review (including legal) continues on current applicable properties. One property was determined to be satisfactorily addressed by property owner and was removed from the list.
