The Regular Meeting of Mayor and Council was held on February 19, 2019, in the Blue Springs City Hall, Blue Springs, NE.
PRESENT: Mayor Meyer, Council members Carmichael, Mewes, Neumann, Reedy (late arrival)
ABSENT:
OTHER ATTENDEES: Employee Mike Pike, City Attorney Andy Carothers, Connie Mewes, Carol Hughes, Tony Shepardson
Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearing/meeting was open to public attendance.
At 7:00 PM, Mayor Meyer called the Regular meeting to order and roll call was taken.
Motion, second and vote (Neumann, Carmichael, 3-0 affirmative) to approve as sent minutes for the Feb 5, 2019 Public Hearings for the ONE & SIX YEAR PLAN and LUCKY BRIDGE LOUNGE LLC - dba LUCKY BRIDGE LOUNGE CLASS I-122538 LICENSE APPROVAL, and the Regular meeting.
After review -- motion, second, and vote (Neumann, Mewes, 3-0 affirmative) to approve claims as follow: Bank Direct - NE Dept. of Revenue (10) - $288.99; Payroll - $2,474.83; Barco Municipal Products; - $170.62; Beatrice Iron & Metal - $23.63; Black Hills Energy - $21.09; Blobaum & Busboom (Accounting Services)- $3,400.00; Circle D Mfg - $53.57; The Flower Shop (Plant - Mewes) - $60.00; Johnny’s Welding - $18.00; Morris Used Cars - $270.00; Milton Pike (Reimb(s)) - $870.75; Postmaster - $188.00; Roehr’s Machinery - $325.74; Security First Bank - (IRA-Pike) - $55.00; Windstream - $81.32; Wymore Arbor State - $130.62; Wymore Lumber - $48.72; TOTAL CLAIMS: $8,480.88.
DILAPIDATED BUILDINGS (ONGOING PROCEDURES: Council member Reedy stated that changes (NDEQ requirements) may have come into effect regarding “controlled burn” properties (materials that must be taken to the dump, and he recommended that the City suspend consideration for controlled burns and go ahead with demolition of all properties in the current project. Motion, second, vote (Carmichael, Neumann, 4-0 affirmative) to authorize Mayoral signature on the Bid Agreement on houses and trailer houses included in the current demolition project ($50,770.00 - Fossler). Per contract, Fossler will be responsible for contacting utilities (Black Hills, Norris Public Power) to assure necessary shut-off action has been completed on all properties.
CITY PARK/FEIT MEMORIAL PARK IMPROVEMENTS OPTIONS/GRANTS, AS PER AVAILABLE INFORMATION (DEAN COLE): No new information.
“77” ROAD SIGNS, AS PER DIRECTORY INFORMATION FOR WALKING TRAIL, JOHNSON CABIN, CHAMBERLIN MONUMENT, BALLFIELD, FEIT MEMORIAL PARK, CITY PARK, ETC, AS PER AVAILABLE INFORMATION (DEAN COLE): No new information.
ANNUAL CELEBRATION: Council member Reedy requested that “budget setting” be delayed until March. He plans to go ahead with preliminary arrangements for the bounce house, trophies, advertising, and will include in his preliminary action the pursuit of grant funding for various aspects of the event. Council member Neumann agreed to contact Nebraska Tourism (Chamber), in reference to advertising grant options, and she stated that Roland Hardin’s tractor is planned for the plaques for the tractor show.
PLANNING & ZONING: No new applications.
CABIN PRESERVATION (JAN MORRIS); Packets of information prepared by Jan Morris were provided to each member, and a copy is attached to the office copy of the minutes and will be made available (upon request ) for review by interested persons. Projected costs are included. Council member Reedy gave the overview, which included primary actions: lift cabin up, move to north, pour a platform, finish up with wooden floor. No objections were raised to Jan Morris pursuing grants for the preservation process. Mayor Meyer asked if the grants would be “matching,” and Reedy replied, “no” -as based on information available at this time.
CLEAN-UP: Attorney Carothers will meet with Ordinance Enforcement Officer Shepardson this next week to set the program in place and determine “first action” properties.
