The Regular Meeting of Mayor and Council was held on January 15, 2019, in the Blue Springs City Hall, Blue Springs, NE.
PRESENT: Mayor Meyer, Council members Carmichael, Mewes, Neumann
ABSENT: Council member Reedy
OTHER ATTENDEES: Employee Mike Pike, City Attorney Andy Carothers, Connie Mewes, Angela Meyer, Kelsey Stitt, Audrey Whitwer
Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearing/meeting was open to public attendance.
At 7:00 PM, Mayor Meyer called the Regular meeting to order and roll call was taken.
Motion, second and vote (Mewes, Carmichael, 3-0 affirmative) to approve as sent minutes for the January 2, 2019 Regular meeting.
After review -- motion, second, and vote (Neumann, Mewes, 3-0 affirmative) to approve claims as follow: Bank Direct - NE Dept. ORDINANCE ENFORCEMENT OFFICER CONTRACT: Tabled pending review of draft by Sheriff. It was noted by Carothers that a stipulation for expenses had been added, which would include payment for mileage.
DILAPIDATED BUILDINGS (ONGOING PROCEDURES): Carothers indicated that a letter should shortly be received from Bockmann/Ron Thompson, to report completion of asbestos remediation. On Thursday morning, the demolition contractor (Fossler) plans to be in the area to inspect sites in support of the drafting of the demolition agreement. Carothers indicated that owner-approval has been achieved for structures included in the controlled burn aspect of the demolition project, and the necessary paperwork will be filed with the State. Since no owner approval or acknowledgment was received from certain properties, contact with a building inspector will be pursued (condemn building(s)).

CITY PARK/FEIT MEMORIAL PARK IMPROVEMENTS OPTIONS/GRANTS, AS PER AVAILABLE INFORMATION (DEAN COLE): Carol Hughes shared information from an email received from Cole, in which he indicated he would be meeting with SECC next week.
“77” ROAD SIGNS, AS PER DIRECTORY INFORMATION FOR WALKING TRAIL, JOHNSON CABIN, CHAMBERLIN MONUMENT, BALLFIELD, FEIT MEMORIAL PARK, CITY PARK, ETC, AS PER AVAILABLE INFORMATION (DEAN COLE): Carol Hughes shared information from an email received from Cole, in which he indicated he would be meeting with the “sign people” next week.
ANGELA MEYER - DONATION FOR ARBOR STATE TRACK: Angela Meyer gave the presentation and provided flyers. Mayor Meyer called for clarification regarding - “no taxpayer dollars used.“ Angela Meyer stated that no taxpayer dollars (bond issues) were to be utilized for the project, and it was discussed that bond issues were not at this time a likely resource. Mayor Meyer stated that if Keno money is donated to the project, tax money would be called upon to make up the difference for street improvement/repair for which Keno funds had been initially designated. Angela Meyer gave school enrollment figures (a fluctuating 414), and she indicated that the school has liability insurance on the track, football field, bleachers, concession stand, and would be responsible “to maintain the new track.” Connie Mewes inquired as to if the current track could be updated (instead of replaced), and Angela Meyer replied that it was not a feasible option. Mayor Meyer said he had been contacted by a Blue Springs citizen who related that Blue Springs has about a quarter of the population of Wymore, so a donation from Blue Springs might be calculated at the same ratio (City of Wymore donated $5,000). A motion was then made by Council member Neumann for Blue Springs to donate $1,250 to the project. Mewes seconded the motion, and it was passed in a 3-0 affirmative vote. Angela thanked members and said she would give periodic updates on the project. A possibility exists that the committee will later return to the Council to request additional funds.
ANNUAL CELEBRATION: Tabled until the next Regular meeting.
PLANNING & ZONING: No new applications.
CLEAN-UP: No action taken, pending instatement of Ordinance Enforcement Officer.
