The Regular Meeting of Mayor and Council was held on May 21, 2019, in the Blue Springs City Hall, Blue Springs, NE.
PRESENT: Mayor Meyer, Council members Carmichael, Mewes, Neumann, Reedy
ABSENT:
OTHER ATTENDEES: Employee Mike Pike, Connie Mewes, Carol Hughes, Lance Spencer
Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearing/meeting was open to public attendance.
At 7:00 PM, Mayor Meyer called the Regular meeting to order and roll call was taken.
Motion, second and vote (Mewes, Carmichael, 4-0 affirmative) to approve as sent minutes for the May 7, 2019 Regular meeting.
After review -- motion, second, and vote (Neumann, Mewes, 4-0 affirmative) to approve claims as follow: Bank Direct - NE Dept. of Revenue (10) - $263.41; Payroll - $2,087.87; Beatrice Sand & Gravel - $1,398.00; Black Hills Energy - $21.93; NE Public Health Environmental Labs - $15.00; Milton Pike (Reimb. - Mdse.) - $27.45; Roehr’s Machinery - $92.19; Security First Bank - (Pike/IRA) - $55.00; T.O. Haas - $138.70; Windstream - $77.24; TOTAL CLAIMS: $4,176.79 .
MFO/ FIRE DEPARTMENT REQUEST FOR FUNDS (ROBINSON): Robinson unable to attend. Tabled.
DILAPIDATED BUILDINGS (ONGOING PROCEDURES): Weather prohibitive factors. No new information.
CITY PARK/FEIT MEMORIAL PARK IMPROVEMENTS OPTIONS/GRANTS, AS PER AVAILABLE INFORMATION (DEAN COLE): No new information.
“77” ROAD SIGNS, AS PER DIRECTORY INFORMATION FOR WALKING TRAIL, JOHNSON CABIN, CHAMBERLIN MONUMENT, BALLFIELD, FEIT MEMORIAL PARK, CITY PARK, ETC, AS PER AVAILABLE INFORMATION (DEAN COLE): No new information.
ANNUAL CELEBRATION: Continued search for trophy sponsor (Reedy). Possibility of raising entry fee to $20, adding a $25 cash prize, and charitable contributions, as flood relief (Reedy).
PLANNING & ZONING: No new applications.
CABIN PRESERVATION ISSUES: Council member Reedy attended (with Jan Morris) the Gage County Tourism meeting (for: grant application to the Visitor Improvement Fund.) Results were optimistic, with their next meeting scheduled earlier for continued review of the application. To meet the $38,000 needs assessment (relocation of cabin - short distance to higher ground, and preservation issues as well as walkway concerns), an application is being made to the Thomas Foundation. Reedy indicated that a Gage County museum tour is planned which would include the Blue Springs Cabin and Chamberlin Monument with other area stops (Beatrice/Odell), and may include lunch at Lucky Bridge Lounge.
ARMOR COATING/PAVING: Council member Reedy requested that Gilmore be contacted to include Broad Street in street repair considerations (areas of standing water) while they are reviewing/evaluating armor coating needs, per previous request. Employee Pike stated that the paving (Walnut Street- PAVERS) could well be delayed until July.
CLEAN-UP: OEO Shepardson continues to address Clean-Up issues. Carol Hughes shared information in support of mandatory garbage pickup. Mayor Meyer stated that the current demolition plan (when completed) would reduce any hidden “trash” storage possibilities. Council member Reedy (with agreement of members) indicated that certain problems where the well-being of minors is involved, are best designated to action by HHS. Briefly, the pros and cons of mandatory garbage pickup were stated, with “mandatory garbage pickup” to be on the next agenda.
Other: Mayor Meyer asked how the backhoe was working, and Employee Pike related procedure taken to resolve a fuel/tank issue, which included having Circle D fix a tank, and discussion of other solutions, as “roading equipment” for diesel fill-ups, getting a small storage tank, utilizing a 55 gal. barrel (with pump) already on site, or contacting Sapp Bros. regarding a storage option. Employee Pike will make contacts to determine the best case scenario.
