The Regular Meeting of Mayor and Council was held on May 7, 2019, in the Blue Springs City Hall, Blue Springs, NE.

Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearing/meeting was open to public attendance.
At 7:00 PM, Mayor Meyer called the Regular meeting to order and roll call was taken.
Motion, second and vote (Mewes, Carmichael, 4-0 affirmative) to approve as sent minutes for the April 16, 2019 Regular meeting.

CITY PARK/FEIT MEMORIAL PARK IMPROVEMENTS OPTIONS/GRANTS, AS PER AVAILABLE INFORMATION (DEAN COLE): No new information.
“77” ROAD SIGNS, AS PER DIRECTORY INFORMATION FOR WALKING TRAIL, JOHNSON CABIN, CHAMBERLIN MONUMENT, BALLFIELD, FEIT MEMORIAL PARK, CITY PARK, ETC, AS PER AVAILABLE INFORMATION (DEAN COLE: No new information.
ANNUAL CELEBRATION: Continued effort to get trophy sponsors, and possibility of limiting trophies to 2 awards per category.
PLANNING & ZONING: No new applications.
CABIN PRESERVATION ISSUES: Upcoming meeting with Tourism group (regarding grant) and expected to enhance positive results, and Thomas Foundation Grant application planned for July 1st.
ARMOR COATING/PAVING (GILMORE): Clyde Flowers provided information (about armor coating) based on his on-site assessments (with Pike) . He stated that (due to flooding in Iowa/Nebraska) there would be great fluctuation in oil prices, and aggregate is limited - so no cost can, at this time, be provided on a block-by-block basis. Time will be a necessary factor in cost analysis. Members discussed the Pavers, Inc. Walnut Street Resurfacing Proposal, which included the following factors: Adjust Manholes to Grade with 8” Concrete Pads poured around them - $2,744.00; Adjust Water Valves to Grade with Concrete Collar poured around them - $576.00; Asphalt Patching Various depths City to Retain Removals - $5,580.00; Mill 5” to 1” Various depths - $20, 381.60, Install 4” along Curb and 5” to 6” on Main Line Type SPR $171,120.00, Traffic control Road Closure - $925.00: TOTAL - $201,326.60. A motion was made by Council member Neumann, seconded by Mewes, and a received a 4-0 affirmative vote to approve the proposal / activate the project. (Copy of Proposal attached to office copy of minutes for public review as per request.)
BACKHOE: Put on “back burner” due to paving commitment.
WATER PRESSURE (REEDY): No new information.
CLEAN-UP: Memo from Attorney Carothers indicated possibility of Shepardson withdrawal from Ordinance Enforcement Officer position. Mayor Meyer and Council member Neumann told of recent conversations with Mr. Shepardson, and both are of the understanding “he is still interested” in the position.
Other: Carol Hughes stated she was “glad to see the portable toilet was still in Feit Park, and not going down the river.”
Council member Reedy expressed desire to include in considerations (due to availability of contractor because of Walnut Street job) Broad from ‘A’ Street to the bridge, and Flowers (Gilmore) said they would work up a cost estimate-- which met with the approval of members, even though it is unlikely they can proceed, at this time, with work beyond Walnut Street and some armor coating.
