The Regular Meeting of Mayor and Council was held on August 20, 2019, in the Blue Springs City Hall, Blue Springs, NE.
PRESENT: Mayor Meyer, Council members Carmichael, Mewes, Neumann, Reedy
ABSENT:
OTHER ATTENDEES: Employee Mike Pike, Connie Mewes, Carol Hughes, Rex Adams

Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearing/meeting was open to public attendance.

At 7:00 PM, Mayor Meyer called the Regular meeting to order and roll call was taken.

Motion, second and vote (Carmichael, Mewes, 4-0 affirmative) to approve as sent minutes for the August 6, 2019, Regular meeting.

After review -- motion, second, and vote (Neumann, Carmichael, 4-0 affirmative) to approve claims as follow: Bank Direct - NE Dept. of Revenue (10) - $305.61; Payroll - $2,158.67; Black Hills Energy - $23.17; Verona Neumann (Reimb. - Municipal Publicity) - $156.27; NE Public Health Environmental Labs - $15.00; NE Rural Water Association (Backflow CEU - Pike) - $75.00; Postmaster - $180.00; Gene (Radar) Reedy - (Municipal Publicity Reimb. - More Than Games) - $1,101.88; Security First Bank (IRA - Pike) - $55.00; SENDD - (Housing/Membership) - $380.00; Windstream - $77.81; Wymore Super Foods - $16.84; TOTAL CLAIMS: $4,545.25.

BUILDING INSPECTOR - CONDEMNED BUILDINGS: No new information.

ANNUAL CELEBRATION RESULTS (AS AVAILABLE):
1. Entries - cars, motorcycles, trucks (90+), tractors (41).
2. Food vendors - Van’s Chicken (a few chickens left); One Property at a Time (sold out); Fire Department (sold out); Church (sold out).
3. Remarks: 1. “Tractor drive was about 9 miles, and it was a beautiful day.” - “ Special thanks to Carol Carmichael and Cecelia Seachord for their help, and to the City Crew for pre-event preparations.” (Neumann)
2. “59 Hardtop drew a lot of attention.” (Reedy)
4. Advertising invoicing expected (Reedy): Arbor State - $200; KWBE - $1,250; Beatrice Daily Sun - None (not solicited).

PLANNING & ZONING: Approval of # 19-2 Application for Building Permit (Daryl Mailahn - lean-to) by motion - Mewes), second (Neumann) and 4-0 affirmative vote (Previously approved by P & Z Commission, but with disappointment expressed by Connie Mewes, that it was another structure erected prior to completion of an application and review by the P & Z) was approved. Applicant will be notified of approval and fee.

CABIN PRESERVATION ISSUES: Preservation activities have begun. Footings have been poured.

ARMOR COATING/PAVING: Armor coating subject to contractor availability, so removed from agenda until a later date. Paving is anticipated to begin (Walnut Street) after Labor Day.

TRUCK: Previous problem seems to be corrected.

CLEAN-UP: Adams provided a list of properties recommended for demolition/burning, as well as other problem properties needing varied clean-up action. Copies were provided to members, and one is attached to the office copy of the minutes. Adams also reported that some street signs need to be replaced.

LIQUOR PERMIT - OCT. 3 - FIREMAN’S MEMORIAL HALL (ONE PROPERTY AT A TIME): Rex Adams presented the Special Designated License Local Recommendation (Form 200) for review for the 10/3/19 - 5 PM - 11:59 PM
One Property at a Time Fund Raising Banquet at the Fireman’s Memorial Hall. No objections were made. Municipal approval was given by motion (Mewes), second (Carmichael), and a 4-0 affirmative vote which authorized Mayoral signature.

Other: Employee Pike advised members of the 8/21 plans of the Wymore Crew to replace the meter off the Wymore main (Blue Springs expense), which might possibly be limited to changing the insides of the meter.
