The Regular Meeting of Mayor and Council was held on August 6, 2019, in the Blue Springs City Hall, Blue Springs, NE.
PRESENT: Mayor Meyer, Council members Carmichael, Mewes, Neumann, Reedy
ABSENT:
OTHER ATTENDEES: Employee Mike Pike, City Attorney Andy Carothers, Connie Mewes, Carol Klee, Rex Adams
Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearing/meeting was open to public attendance.
At 7:00 PM, Mayor Meyer called the Regular meeting to order and roll call was taken.
Motion, second and vote (Mewes, Carmichael,4-0 affirmative) to approve as sent minutes for the July 16, 2019, Regular meeting.
After review -- motion, second, and vote (Neumann, Carmichael, 4-0 affirmative) to approve claims as follow: Bank Direct - Internal Revenue (941) - $1,510.91; Payroll - $3,785.03; Abbott’s Portable Toilets - $250.00; Fossler Excavating - $50,770.00; Lauby Plumbing/Heating/A-C - $15.76; NE Dept of Revenue (501N) - $190.00; NE Public Health Environmental Labs - $15.00; Norris Public Power - $1,148.46; One-Call Concepts - $10.74; Milton Pike (Tel. Comp.) - $25.00; Milton Pike (Postage Reimb. - Water Samples - $25.60; Rewound Power Motors - $52.84; Katherine Roche (Postage Reimb - Budget Materials) - $8.30: Security First Bank (Pike - IRA) - $55.00; Shell (Wex Bank) - $381.96; T. O. Haas - $74.69; Milford Woutzke (Tel. Comp.) - $5.00; Wymore Arbor State - $270.36; Wymore Oil Company - $61.80; TOTAL CLAIMS: $58,656.45.
DILAPIDATED BUILDINGS (ONGOING PROCEDURES): Project completed satisfactorily. One incidental issue remaining which is expected to be finalized shortly - concrete/misc. materials from one site - Council member Reedy volunteered to remove concrete, Joel Fossler to remove remaining elements. Rex Adams asked about any provisions in the works for two properties , and Attorney Carothers said he would make arrangements for a building inspector to determine condemned-status.
ANNUAL CELEBRATION: Motion by Council member Neumann, second by Reedy, and 4-0 affirmative vote to authorize a $5,000 budget for the Annual celebration. It is expected that cost will be less. Reedy told of arrangements made for contractor setups, portable toilets, Cosco selling memberships, Bounce House (for which help will be needed), Van’s Chicken, One Property at a Time - burgers/chips).
PLANNING & ZONING: No new applications.
CABIN PRESERVATION ISSUES: Thomas Foundation Grant awarded in the amount of $18,500. Contractors advised and discussions held. Project underway, but not to begin before the August 18th celebration day. Employee Pike asked if a “larger base” was a possibility for the plow, this to facilitate mowing around it, and Reedy said it should be possible.
ARMOR COATING/PAVING: Paving (Walnut Street) expected to begin in mid-August. No further information available for armor coating.
TRUCK: Anticipated repairs for the City truck - cam shaft sensor, with scheduling for Friday.
CLEAN-UP: Rex Adams inquired as to how the Ordinance Enforcement Officer (Shepardson) was proceeding, and a list of properties was given to Adams for his review. No properties have been turned over to Carothers for charges at this time, and Carothers will follow-up with Shepardson on his progress, with one property a primary concern. Carothers also stated that he had sent a letter - regarding an occupied dwelling without utility services), and that he intends to contact the owner of same.
Other: Employee Pike reported that his phone used for City business is having speaker problems, and a trip to Verizon will be necessary.
