September 21, 2021 The Regular meeting of Mayor and Council of Blue Springs, Nebraska was held the 21st day of September, 2021, at 7PM. at the Blue Springs City Hall. PRESENT: Council members Neumann, Reedy, Sedlacek, Seeman ABSENT; Mayor Meyer OTHERS PRESENT: Employee Mike Pike, Attorney Andy Carothers, Connie Mewes Notice of the meeting/hearing was also given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Council President Reedy called the meeting to order at 7:00 PM. Motion (Neumann), second (Seeman) and vote (4-0 affirmative) to approve as sent minutes for the Sept 7, 2021 -2021-2022 -Budget Hearing, Special Meeting, and Regular meeting. After review -- motion (Neumann) , second (Seeman), and vote (4-0 affirmative) : to approve claims Bank Direct - NE Dept. of Revenue - (10) - $226.63; Payroll - $2,288.29; Beatrice Area Solid Waste - $2,362.95; (Demolition Roll-Offs); Black Hills Energy - $35.43; Constellation Energy - $4.43; Milton Pike (Post. Reimb/ Water Sample) - $31.55; Postmaster - 182.00; Security First (Pike/IRA) - $55.00; T. O. Haas - $138.90; Visa - $692.69; Windstream - $78.91; Wymore Arbor State - $291.62; TOTAL CLAIMS: $6,388.40. COMMUNITY REDEVELOPMENT/TAX INCREMENT FINANCING/ BLIGHT STUDY REVIEW/ORDINANCE# 466 ( as applies), ANY NEW INFORMATION: Attorney Carothers provided information, per: “Community Redevelopment/TIF/Annexation - waiting for survey/legal description from Land Survey Tech. Close to moving forward.” DEMOLITION PROJECT: Black Hills Energy will address demolition sites in the next two weeks (has requested a list verifying locations). Carothers provided all members with a copy of the proposed equipment lease (1999 John Deere 200 LC w/ thumb track machine - Brent Schlake - machine available between Oct 1 and Nov. 10th) and no reservations as to the terms were stated and all members were in agreement that a copy be provided to Brent Schlake for his review and approval. A copy of the proposed lease is attached to the office copy of the minutes. CLEAN-UP: Carothers provided to all members copies of two complaints with Court date of October 26, 2021. Copies of the complaints are also attached to the office copy of the minutes. Ordinance Enforcement Officer Hanson will have a new list (5 locations -- at next Regular meeting) for clean up infractions. Hanson will be asked (Carothers) to submit a to-date invoice of charges for his service by the next Regular meeting. PLANNING AND ZONING: No new applications. GRAVE DIGGING RATES: Review continues for determination of increased charges for grave openings.Study into other community charges has thus far identified costs from $400 to $1,000. CHICKENS WITHIN CITY LIMITS: ORDINANCE # 468: Carothers provided all members with a copy of proposed Ordinance # 468, and he asked that everyone review it. Carothers indicated that it “will need public hearings before the Planning Commission and City Council”. A copy of the proposed ordinance is attached to the office copy of the minutes. CAMPING REGULATIONS: SIGNAGE/DROP BOX: Members discussed changes to Ordinance # 463 (Camping Regulations in Municipal Parks), to describe allowable camping as tents or campers, and clarifying (along with other prohibitive factors) that the park will not be available to those pulling into the park and desiring to sleep in their cars. A charge of $10.00 a night was also suggested for qualifying electrical hookup. It is in the current plan to have a sign made/and a drop box placed. A draft of Ordinance # 469 will be provided for consideration at the next Regular meeting.
