The Regular meeting of Mayor and Council of Blue Springs, Nebraska was held the fifth day of October, 2021, at 7PM. at the Blue Springs City Hall.
PRESENT: Mayor Meyer; Council members Neumann, Reedy, Sedlacek, Seeman
ABSENT;
OTHERS PRESENT: Employee Mike Pike, Attorney Andy Carothers, Rex Adams, Curt Hagerman, Austin Jackson
Notice of the meeting/hearing was also given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting.
Mayor Meyer called the meeting to order at 7:00 PM.
Motion (Neumann), second (Reedy) and vote (4-0 affirmative) to approve as sent minutes for the Sept 21, 2021 Regular meeting.
After review -- motion (Neumann) , second (Seeman), and vote (4-0 affirmative) : to approve claims Bank Direct - Internal Revenue Service (941) - $2,038.48; Payroll - $3,596.85; Abbott Portable Toilets - $125.00; Arbor Ink - $141.77; Lauby Plumbing - $26.39; NE Dept. of Revenue - (941N) - $295.00; NE Dept. of Revenue (94) - $25.00; Norris Public Power - $1,046.82; One-Call Concepts - $6.53; Milton Pike (Tel. Comp.) - $25.00; Milton Pike (Postage Reimb./Water Sample) - $26.60; Security First Bank (Pike/IRA) - $55.00; Tim Sedlacek (Asbestos Inspections) - $1,080.00; SENDD - (Membership/Housing) - $380.00; Temps Disposal Service - (Mandatory/Demolition Roll off) - $2,785.13; Willet & Carothers - $1,210.00; Win water - $103.51; Milford Woutzke (Tel. COMMUNITY REDEVELOPMENT/TAX INCREMENT FINANCING/ BLIGHT STUDY REVIEW/ORDINANCE# 466 ( as applies), ANY NEW INFORMATION: Survey should be finalized 10/6/21. First reading of Ordinance # 466 expected to be completed at the next Regular meeting.
DEMOLITION PROJECT: Project has begun. Order of demolition anticipated. -- with Bockman/Temps, and as necessary - Black Hills Energy to be contacted to coordinate activity. Adams agreed to contact Brent Schlake to discuss lease agreement for his equipment, stressing importance based on insurance factors.
CLEAN-UP: Tim Hanson unable to attend but plans to attend next Regular meeting. He also will send invoice for work performed to date, and will have five properties selected for the next round of clean-up activity.
PLANNING AND ZONING: No new applications.
GRAVE DIGGING RATES: Following discussion which included City employee time spent and City equipment used, insurance, repairs, etc., a motion was made by Council member Seeman, seconded by Sedlacek, and approved in a 4-0 affirmative vote to set the City rate to the Blue Springs Cemetery for each grave opening at $450. Determination was made to put “Blue Springs Cemetery” on the next agenda to determine if the new rate will be accepted or service will be pursued elsewhere.
CHICKENS WITHIN CITY LIMITS: ORDINANCE # 468: Changes were requested to the initial draft. November 2 (the date of the first Regular Meeting in November) was determined to be the date of the Public Hearing of the Planning and Zoning Commission and the Mayor and Council for consideration of passage for Ordinance # 468. Carothers will prepare the Notice of Public Hearing.
CAMPING REGULATIONS (ORDINANCE # 469) : SIGNAGE/DROP BOX: Determinations were made as: $10 a night cost for qualifying campers, description of qualifications. Signage and drop box are also in the current plan.
WYMORE LIBRARIAN/AUSTIN JACKSON: Following request for funds by Jackson, motion (Neumann), second (Seeman), and 4-0 affirmative vote approved an automatic annual donation of $750 to the Wymore Public Library. The first allotment will be included in the October 19th claims, but will hereafter be automatically generated for payment at the first meeting in October annually.
