November 16, 2021 The Public Hearing for Ordinance # 468 and the Regular meeting of Mayor and Council of Blue Springs, Nebraska was scheduled for the 16th day of November, 2021, at 7PM. at the Blue Springs City Hall. PRESENT: Mayor Meyer; Council members Neumann, Sedlacek, Seeman ABSENT; Council member Reedy OTHERS PRESENT: Employee Mike Pike, Rex Adams, Curt Hagerman, Notice of the meeting/hearing was also given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Since the Planning & Zoning Public Hearing for Ordinance # 468 was not held as scheduled (6:30 pm) due to lack of member attendance, the Public Hearing of Mayor and Council to consider Ordinance # 468 was also not held. Both will be rescheduled. Regular Meeting was called to order at 7:00 PM. Motion (Neumann), second ( Seeman) and vote (3-0 affirmative) to approve as sent minutes for the Nov 2, 2021 Regular meeting. DEMOLITION PROJECT: Mayor Meyer, Council members Neumann, Sedlacek, and Seeman, Mike Pike, and Rex Adams contributed to discussion of the current project, including the following aspects: (Pike) - Track Machine will be picked up tomorrow, but hopefully available again when needed-- after asbestos removed from two properties . (Adams) - stated that there has already been accomplished - “an amazing difference” in the municipality. (Meyer, Pike, Sedlacek, Adams) - commented on plans for concrete debris, with the following possibilities voiced: Use behind lagoon for land stabilization - could use City dump truck and backhoe to relocate pieces, other areas discussed as possibilities for land stabilization, but with plans to do some checking to assure relocation of concrete debris meets State requirements. (Adams) - Arrangements are in the works for relocation of “removed asbestos” to Milford disposal area. It was also noted (Adams) and agreed upon by members that Jay Woodyard is to be commended not only for the fine condition of his property, but his help in the demolition project, as well as his humanitarian support. CLEAN-UP: Of the four courtesy clean-up letters sent, one has removed the infraction and two have made contact to express intent to rectify the problem on their properties. Another property owner has been designated to receive a clean-up letter. Mayor Meyer advised that Dean Cole is seeking permission to pursue a grant for watching wildlife, and of his wish to have certain trees professionally removed in Feit Park, and which Adams expanded upon by indicating that removal of trees did not appear to be a frontline aspect of the grant guidelines, unless it somehow encompasses a plan for a platform, bench, etc. where people might sit and appreciate nature. It was believed that the grant requires 20% Municipal financial participation. No absolute decision was made. In further regard of Feit Memorial Park, Sedlacek asked that a copy of Ordinance 469 Park Regulation be sent to him so he can check into having a sign made to post in the park. PLANNING AND ZONING: No new applications. BUILDING INSPECTOR/ ADOPTION OF BUILDING CODE: Although it was not considered a timely topic by all members at this stage of community development, it was suggested as something of value (Seeman) to at least have a look at. Tabled until the next meeting. PLANS/SPECS FOR WATER LINE EXTENSION (GILMORE): Plans - Jefferson/Irving Streets have been prepared and will be submitted to the State for approval (a project expected to be in the area of $125,000), but may vary in cost depending on bid-letting to contractors, or if a decision is made for City workers to provide a primary or secondary work effort. OLDER BACKHOE/DUMP TRUCK (Purchase interest : Cemetery): It was noted (Meyer) that the City could sell the equipment directly only to another municipality, and that it should be let out for bids (Sedlacek, Adams) or put on Purple Wave. Although the equipment under scrutiny might be considered for sale at a future date, there are no current plans to remove them from City inventory.
