November 2, 2021 The Regular meeting of Mayor and Council of Blue Springs, Nebraska was held the second day of November, 2021, at 7PM. at the Blue Springs City Hall. PRESENT: Mayor Meyer; Council members Neumann, Reedy, Sedlacek, Seeman ABSENT; OTHERS PRESENT: Employee Mike Pike, Attorney Andy Carothers, Rex Adams, Curt Hagerman, Shirley Martin (briefly Roland Hardin), Notice of the meeting/hearing was also given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Mayor Meyer called the meeting to order at 7:00 PM. Motion (Neumann), second (Seeman ) and vote (4-0 affirmative) to approve as sent minutes for the Oct. 19, 2021 Regular meeting. After review -- motion (Neumann) , second (Seeman), and vote (4-0 affirmative) : to approve claims: Bank Direct -- Internal Revenue Service (941) - $1,663.03; Payroll - $3,643.00; Abbott Portable Toilets - $125.00; Constellation Energy - $6.08; Tim Hanson (Ordinance Enforcement) - $440.76; NE Dept of Rev (501N) - 213.21; Norris Public Power - $1,006.02; Office Depot - $316.32; One-Call Concepts - $9.22; Milton Pike - (Tel. Comp.) - $25.00; Milton Pike (Postage Reimb_ - 27.00; Security First Bank (Pike/IRA) - $55.00; Temps Disposal (Mandatory) - $2,508.55; Willet & Carothers - $770.00; Milford Woutzke (Tel. Comp.) - $5.00; Wymore, City of (Tower) - $2,897.62; Wymore Oil Company - $239.00; TOTAL CLAIMS: $13,949.81. COMMUNITY REDEVELOPMENT/TAX INCREMENT FINANCING/ BLIGHT STUDY REVIEW/ORDINANCE# 466 - First Reading), ANY NEW INFORMATION: Nothing yet on survey. Council member Reedy intends to make telephone contact with Witulski tomorrow. DEMOLITION PROJECT: One property expected to be completed by end of week . Asbestos abatement (Bockman) is needed for two properties. Other properties are done with the exception of removal of concrete debris. Local individuals with interest and available equipment have and will be contacted regarding such removal. Adams brought up several properties that would be good candidates for building inspection, and that “One Property at a Time would pay for.” CLEAN-UP: Adams suggested (his list attached to office copy of minutes) , and the City authorized the mailing of clean up letters to several individuals. Adams also recommended continued effort to clear up problems on two properties. PLANNING AND ZONING: After notified that P & Z recommended approval of both building permit applications , and discussion by Mayor and Council , approval was given for both applications---- (Hagerman #21-7 - motion (Reedy), second (Neumann), followed by 4-0 affirmative vote and Parde - #21-6 motion (Reedy), second (Neumann), followed by a 4-0 affirmative vote. Both were for new single family dwellings. Applicants will receive written notice of approval and amount of fee. CHICKENS WITHIN CITY LIMITS: ORDINANCE # 468: (November 16 Public Hearing) Advertisement and posting is underway for Planning & Zoning/Council consideration of Ordinance # 468. BLUE SPRINGS CEMETERY/GRAVE OPENING UPDATED RATE: A rate sheet of cities in the surrounding area was reviewed (and is attached to the office copy of the minutes). Comparative analysis established that the previously voted in rate of $450 per grave opening was competitive and sufficient to cover City costs, with no intent of “making money.” Martin indicated that the Cemetery would be making payment to the City for each opening rather than an annual payment for all openings.
