February 1, 2022 The Regular meeting of Mayor and Council of Blue Springs, Nebraska was held on the 1st day of February, 2022, at 7PM at the Blue Springs City Hall. PRESENT: Mayor Meyer; Council members Neumann, Sedlacek, Seeman ABSENT; Council member Reedy OTHERS PRESENT: Employee Mike Pike, Rex Adams, Gage County Supervisor Don Schuller, Shelby Temps Notice of the Regular meeting/hearing was also given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Mayor Meyer called the Regular Meeting called to order at 7 PM Motion (Neumann), second (Sedlacek), and vote (3-0 affirmative) to approve as sent minutes for the January 18, 2022 Regular meeting. After review -- motion (Sedlacek ) , second (Seeman ), and vote (3-0 affirmative) : to approve claims: Bank Direct - Internal Revenue Service (941) - $1,857.03; Payroll - $3,752.53; Circle D Mfg - $540.00; Constellation Energy - $70.25; EMC Insurance -$2,339.00; Lauby Plumbing/Heating/Air - $137.59; NE Dept. of Revenue (501N) - $253.32; NE Rural Water (Membership) - $125.00; Milton Pike (Tel. Comp.) - $25.00; Postmaster - $196.00; Security First Bank (Pike - IRA) - $55.00; State of Ne -Dept of Admin Svs - (Treasurer’s 2021 Continuing Education -$247.00; Temps Disposal Service (Mandatory Garbage) - $2,461.50; Windstream - $81.06; Milford Woutzke (Tel. Comp.) - $5.00; Wymore Oil Company - $136.65; TOTAL CLAIMS: $12,281.93. COMMUNITY REDEVELOPMENT/TAX INCREMENT FINANCING/ BLIGHT STUDY REVIEW/ORDINANCE# 466 - First Reading), ANY NEW INFORMATION: No new information. DEMOLITION PROJECT: Remaining issues of Demolition Project 2: Third party inspection, as well as asbestos abatement at City Cost and OPAT remaining cost for demolition --- Asbestos abatement at OPAT cost . Adams suggested application to the Thomas Foundation for the next demolition project, and Carothers agreed to gather information and pursue grant application within the optimal timeline. Adams suggested locations, some of which met with opposition (Sedlacek) to potential for high-pressure tactics wherein low income property owners with relatable reluctance prefer not to enter into the program. CLEAN-UP: One property remains on high priority for clean-up, with clean-up efforts to continue. PLANNING AND ZONING: No new applications. CITY PICKUP - PURCHASE OPTIONS: Motion (Neumann), second (Sedlacek), 3-0 affirmative vote giving Employee Pike authority to purchase (upon inspection/test drive/approval) on behalf of the City a 2012 Chevy PU, ½ T, 4 WD, 96,000 Miles ($16,000) from Oblinger Auto Sales (Beatrice). HIGHER WATER METER DEPOSITS: Initial suggested increase to $175.00. To be further discussed/determined at the February 15th Regular meeting (along with water/sewer rate increases (Last increase was 2014). TEMPS DISPOSAL- CONTRACT RENEWAL/CONCERNS: Shelby Temps indicated that the current method of handling mandatory garbage was working for them and inquired as to how it was functioning for the City. Minor problems were experienced, but problems are being worked out. It was noted that Temps will continue to bill separately for roll offs/dumpsters, and continue to pass incidental (extra pickups) to the City for collection. Carothers to review the previous contract and prepare a draft for Mayor/Council/Temps review/approval at the November 15 Regular meeting/or the March 1st Regular meeting, as possible. OTHER: County Supervisor Don Schuller addressed members to solicit interest of members in wind energy in Southern Gage County. REQUEST FOR CONSIDERATION FOR BLUE SPRINGS AS A SECOND-CLASS CITY TO PURSUE “AT LARGE” STATUS RATHER THAN VOTING WARDS: ADAMS/CAROTHERS WATER LINE EXTENSION/REVIEW OF BIDS, CONTRACTOR VS.
