The Regular meeting of Mayor and Council of Blue Springs, Nebraska was held on the 18th day of January, 2022, at 7PM at the Blue Springs City Hall.
PRESENT: Mayor Meyer; Council members Neumann, Reedy, Sedlacek,
ABSENT; Council member Seeman
OTHERS PRESENT: Employee Mike Pike,Rex Adams
Notice of the Regular meeting/hearing was also given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting.
Mayor Meyer called the Regular Meeting called to order at 7 PM
Motion (Neumann), second (Reedy), and vote (3-0 affirmative) to approve as sent minutes for the January 4, 2022 Emergency meeting.
After review -- motion (Neumann ) , second (Reedy ), and vote (3-0 affirmative) : to approve claims: Bank Direct - . NE Dept. of Revenue (10) - 104.78; Payroll $2,576.85; Beatrice Area Solid Waste (Annual Fee) - $1489.50; Black Hills Energy - $92.45; Farmers Cooperative - $18.73; Hard Rock Quarries - (Demo Project 2) - $43.92; Johnny’s Welding - $15.42; NE Public Health Environmental Labs - $15.00; NE UC Fund - $2.78; Roehr’s Machinery - $35.70; Security First Bank (Pike/IRA) - $55.00; Visa - $562.45; City of Wymore (Individual/Hydrants) - $183.26; TOTAL CLAIMS: $5,195.84.
COMMUNITY REDEVELOPMENT/TAX INCREMENT FINANCING/ BLIGHT STUDY REVIEW/ORDINANCE# 466 - First Reading), ANY NEW INFORMATION: Tabled until next meeting.
DEMOLITION PROJECT: Asbestos abatement, 3rd party inspection following abatement, and shared abatement cost for one property between One Property at a Time, and the City, and determination of timeline for procedures as dictated by weather conditions and opportunity were topics of discussion. Adams also indicated that One Property at a Time had plans to pay for other inspections. He also shared progress report of other properties as relevant to action by the City Attorney. Adams advised that One Property at a Time would reimburse the City for dirt work at several locations, and a schedule of charges will be provided.
CLEAN-UP: Adams mentioned properties to be brought to the attention of City Attorney. Determination was made to send a courtesy clean up to one property occupant.
PLANNING AND ZONING: No new applications.
CITY PICKUP - PURCHASE OPTIONS: Efforts continue to locate a cost- suitable truck sufficient to City needs.
REDISTRICTING/CORPORATE LIMITS: Tabled until next meeting.
CDBG OWNER-OCCUPIED REHABILITATION GRANT SIGNATURE AUTHORIZATIONS: Motion (Neumann), second (Reedy) - 3-0 affirmative vote to authorize Mayoral/Clerical signatures on all documents to identify, clarify, and facilitate grant activities and procedures in compliance with grant standard: AS: Special Conditions Documentation of Certified Administrator/Procurement letter, Program Guidelines and Application Packet, Owner-Occupied Housing Rehabilitation Program guidelines: 21-HO-36036, Guidelines/Reuse, Auth. To Request Funds, Procurement Conduct, Fair Housing Letter, Cert. Admin Letter, Excessive Force Cert, Financial Management.
