May 3, 2022 The Regular meeting of Mayor and Council of Blue Springs, Nebraska was held on the 3rd day of May, 2022, at 7PM at the Blue Springs City Hall. PRESENT: Mayor Meyer; Council members Neumann, Reedy, Sedlacek ABSENT; OTHERS PRESENT: Attorney Carothers, Employee Pike, Rex Adams, Curt Hagerman, Terry & Gladys Cary Notice of the Hearing/Regular meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Mayor Meyer called the Regular meeting to order at 7 PM. Motion (Neumann), second (Sedlacek) , and vote (3-0 affirmative) to approve as sent minutes for the April 19, 2022 Regular meeting. Motion (Neumann), second (Reedy), and vote (3-0 affirmative) to approve claims as follow: Direct Payment - Internal Revenue (941) - $2,151.82, Payroll $3,752.53; Constellation Energy - $78.72; DAS State Account - Central Finance (Continuing Education for 2022) - $133.00; HJP Pest Control (Seasonal Mosquito Spraying) - $2,203.20; NE Dept. of Revenue (501N) - $336.24; NE U.C. Fund - $85.84; Milton Pike (Tel. Comp.) - $25.00; Milton Pike (Postage Reimb. - Water Sample) - $27.40; Roehr’s Machinery - $148.94; Security First Bank (IRA/Pike) - $55.00; Temps Disposal - (Mandatory and Spring Clean-up)- $3,510.25; Ullman Auto - 136.70; Milford Woutzke - (Tel. WARD 1 COUNCIL VACANCY WITH 7 MONTHS REMAINING - NAME/APPOINTMENT OF QUALIFIED INDIVIDUAL: Mayor Meyer brought forward the name of Janet Riensche, which was followed by a motion (Neumann), second (Sedlacek), and 3-0 affirmative vote of approval. Attorney Carothers administered the Oath of Office. COMMUNITY REDEVELOPMENT/TAX INCREMENT FINANCING/ BLIGHT STUDY REVIEW/ORDINANCE# 466 - First Reading), ANY NEW INFORMATION: Carothers reported that Witulski expressed reservation about getting State Approval to enable annexation process of planned location. Carothers has contacted Hanna-Keelan to set in motion the plan /blight study/review/paperwork to proceed without annexation. DEMOLITION PROJECT/THOMAS FOUNDATION GRANT: Inspection letters from Carothers have been sent. OPAT has acquired two properties. An individual has expressed interest in being included in the demolition process. Carothers has scheduled contact with an individual regarding property that could be torn down at City expense. The Schlake trac machine is anticipated to be available for City use in October. On July 1st Carothers will submit the Thomas Foundation Grant application on behalf of the City. CLEAN-UP: Ordinance Officer Tim Hanson is to review conditions within the next two weeks and take pictures of infractions and send nuisance notices for several properties. Carothers will have another conversation with an individual about addition to clean-up violations at a property under current review. One person not currently on the clean-up list has expressed support of clean-up improvements. Members and attendees complimented the City crew on Clean-up efforts during Spring clean up and expressed gratitude for the excellent work. Terry Cary requested and was allowed a month to rectify clean-up infractions on his property, and “due to expressed circumstances” a clean-up plan was outlined between the property owner and the City. PLANNING AND ZONING--BUIDING PERMIT APPLICATIONS/ ORDINANCE # 472 LOCATE/ ESTABLISH LOT CORNERS/ FINES: Public Hearings date has been re-scheduled for June 7). US CENSUS BOUNDARY & ANNEXATION SURVEY/ ANDY CAROTHERS: Map to be presented for approval and signature at the next Regular meeting. INFRASTRUCTURE IMPROVEMENTS/ SCOPE/LOAN OPPORTUNITIES: Sedlacek is to invite Steve McNulty to participate by phone in discussion of options and procedures during the next Regular meeting. DISPOSITION OF SURPLUS EQUIPMENT/PURPLE WAVE LISTING: (Resolution 2022-1) , (as, 96 Dodge ¾ PU, V - blade for motor grader, bush hogs (2) tar kettle, sump pumps (3). All members agreed to proceed with the Purple Wave auction. A civil defense siren is to be added to the list of offerings on Purple Wave. Pike is to provide Carothers with start and stop dates for the auction, and Carothers is to complete the resolution for approval at the next Regular meeting. BOONDOCKERS/HAGERMAN PROPERTY: Hagerman reported satisfactory result from “first guests Friday” who visited the community, parks, and utilized the biking trail. CALL FOR PUBLIC ATTENDANCE: TOPIC--- WARDS VS. AT-LARGE VOTING: ROBUST DISCUSSION ABOUT OPTIONS:. Adams indicated that if he proceeded with a petition for voting ‘ward vs. at-large’ he would include particulars to consider change from second class city to a village, or the City could put it on the ballot for the people to decide only on the wards vs. at-large voting aspect. Motion (Reedy), second (Neumann), followed by 4-0 affirmative vote, approved putting it on the ballot for the “people to decide.” Carothers will proceed as per required process and timeline. PARKS (DEAN COLE): MINI-LIBRARY, PORTABLE TOILET: Members were in agreement for placement of a Mini-Library in the City Park. As well, arrangements will be made for the placement of a portable toilet from May to November 1 at the Feit Memorial Park.
