April 19, 2022 The Regular meeting of Mayor and Council of Blue Springs, Nebraska was held on the 19th day of April, 2022, at 7PM at the Blue Springs City Hall. PRESENT: Mayor Meyer; Council members Neumann, Reedy, Seeman ABSENT; Council member Sedlacek OTHERS PRESENT: Attorney Carothers, Employee Pike, Rex Adams, Curt Hagerman, Dan Disney, Adam Cook Notice of the Hearing/Regular meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Mayor Meyer called the Regular meeting to order at 7 PM. Motion (Neumann), second (Seeman) , and vote (3-0 affirmative) to approve as sent minutes for the April 5, 2022 Regular meeting. Motion (Neumann), second (Seeman, and vote (3-0 affirmative) to approve claims as follow: Direct Payment - NE Dept. of Rev. (10) - $129.11; Payroll - 2,940.73; Black Hills Energy - $68.69; EMC Insurance (Annual Package - Partial) - $3,159.50; NE Public Health Environmental Labs - $15.00; Norris Public Power - $1,118.03; O’Reilly Automotive - $58.76; Security First Bank (Poke - IRA) - $55.00; Visa - $1,141.83; Michael Walker (Meter Deposit Refund) - $100.00; Windstream - $81.35; Wymore Arbor State - $178.21; TOTAL CLAIMS: $9,046.21. COMMUNITY REDEVELOPMENT/TAX INCREMENT FINANCING/ BLIGHT STUDY REVIEW/ORDINANCE# 466 - First Reading), ANY NEW INFORMATION: Contact (two messages were left/- Reedy, Carothers) with Witulski , who did not respond. Comments were made by Reedy, Adams, Hagerman and Carothers. Carothers agreed to contact Witulski to give May 3 deadline for response, hoping for response about status of unresolved issues with State about legal description at annexation area. Alternate action, as necessary - going ahead with project without property annexation to enable/activate TIF eligibility/options, which would result in anticipated “minimal” cost later to revisit the annexation option and make adjustments to the redevelopment area/blight study. DEMOLITION PROJECT/THOMAS FOUNDATION GRANT : (Grateful acknowledgement of One Property at a Time Funds received: $500.00 for fuel, and $1,046.00 Solid Waste Disposal - Demolition Cost.) Determination was made of next demolition project locations. Timeline for Thomas Foundation Grant Application - after June 30. Projected request - $50,000, with City contribution hopefully to be supported by the regeneration of Keno funds. Project timeline: Correlation with availability of Schlake trac machine. CLEAN-UP: Carothers to make contact with Ordinance Officer Hanson to address /report by 2nd meeting in May on several properties. To be revisited: One property. The situation of furniture/couches thrown off the bridge into the river was discussed, specifically legal action that identified minors as the violators, and included speculation about “pre-trial diversion” approach which could result in establishment of fines at least partially influenced by agreed-upon clean-up by the offenders. Carothers will contact Gustafson for an update. Landfill (Jason) has expressed willingness to receive the materials at “no cost.” PLANNING AND ZONING--BUILDING PERMIT APPLICATIONS/ ORDINANCE # 472 - LOCATE/ESTABLISH LOT CORNERS/ FINES: Plans: Public Hearing of the Planning & Zoning Commission will be scheduled (and published) for 6:30 PM at the Blue Springs City Hall on May 17, 2022, and will be followed by the Public Hearing of the Mayor and Council, both for the review/ approval of Ordinance # 472 which will require the location/establishment of lot corners by a surveyor for new construction and set a fine for violation. The Regular Council Meeting will follow the close of the Public Hearing. Two applications for new structures (#22-2 & #22-3) were approved for applicant Adam Cook by motion by Neumann, second by Seeman, and a 3-0 affirmative vote. ---Applicant (who was in attendance) was notified of approval and will be advised of fees, with distribution of application copies as per policy. US CENSUS BOUNDARY & ANNEXATION SURVEY/ ANDY CAROTHERS: Deadline not until May 31. Tabled until the next meeting. INFRASTRUCTURE IMPROVEMENTS/ SCOPE/NEEDS SURVEY/ LOAN OPPORTUNITIES: Hagerman asked if electrical lines (possibly underground for greater property access) might be a consideration for infrastructure improvements. Mayor Meyer noted that Norris has and maintains a required height. Certainty was not established regarding possibility of change, with further review necessary. In other concerns, a Needs Survey has been completed and sent. Further discussion of improvements and loan opportunities was tabled until the next meeting. DISPOSITION OF SURPLUS EQUIPMENT, (as, 96 Dodge ¾ PU, V - blade for motor grader, bush hogs (2) tar kettle, sump pumps (3) and discussion about International Tractor 544 and 75 Dodge Dump truck.): The International Tractor 544 and 75 Dodge Dump truck were removed from the inventory of items to be included in Resolution 2022-1 (5/3/22) to be listed for sale on Purple Wave - (with start date of sale, and closing date of sale necessary for the resolution). Employee Pike will provide Carothers with necessary information for the listing. HJP PEST CONTROL/ANNUAL SPRAYING: Motion (Reedy), second (Neumann), followed by 3-0 affirmative vote to accept the terms to activate seasonal spraying for mosquitoes, per the following dates: DATES: (TUESDAYS) MAY 31, 2022, JUNE 14, 2022, JUNE 28, 2022,JULY 12, 2022,JULY 26, 2022,AUGUST 9, 2022, AUGUST 23, 2022,SEPTEMBER 6, 2022,SEPTEMBER 20, 2022. Payment will be included in claims at the next Regular meeting. Note: Carothers to prepare a “Notice of Vacancy” (for the remaining seven month term) to be posted in three places for the Council -Ward 1 position vacated effective 4/19/22 by Kandi Seeman.
