August 16, 2022 The Regular meeting of Mayor and Council of Blue Springs, Nebraska was held on the 16th day of August 2022, at 7PM at the Blue Springs City Hall. PRESENT: Mayor Meyer; Council members Neumann, Reedy (arrived after approval of minutes), Riensche, Sedlacek ABSENT; OTHERS PRESENT: Employee Pike, Attorney Carothers, Rex Adams, Dean Cole, Tim Brown, Hope Brown, Steve Borgman Notice of the Regular meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Mayor Meyer called the Regular meeting to order at 7 PM. Motion (Neumann), second (Riensche), and vote (3-0 affirmative) to approve as sent minutes for the August 2, 2022 Regular meeting. Motion (Neumann), second (Riensche), and vote (4-0 affirmative) to approve claims as follow: Direct Payment - NE Dept. of Revenue - (10) - $91.67; Payroll - $2,413.48; Beatrice Daily Sun - $78.98; Beatrice Sand & Gravel - $100.44; Black Hills Energy - $40.35; Gage Co. Treasurer (Keno Liquor License/for school district) - $300.00; Hamm Glass - $32.50; Lauby Plumbing, Heating, Air - $39.99; Norris Public Power - $1,017.48; Postmaster - $208.00; Security First Bank - (IRA/Pike) - $55.00; Visa - $1,320.14; Windstream - $85.73; T0TAL CLAIMS: $5,783.76 . PLANNING & ZONING: No new applications. REVISED COMMUNITY REDEVELOPMENT/TIF/ BLIGHT STUDY: Map with corrected City limits provided to Tim Keelan by Carothers. No other changes noted at this time. Public Hearing of Planning & Zoning Commission tentatively scheduled (providing meeting quorum possible and Carothers to be notified --for-----6:30 PM, City Hall, September 6, 2022. DEMOLITION PROJECT: Schlake equipment available in 2 weeks (Pike -- Operator) for planned demo activity. Schlake would like to have his equipment use broken into two increments. CLEAN-UP: Problem locations were discussed. Carothers to make contact with one property owner One property was identified as a work in progress is to be addressed in District Court. Other properties were identified. Tim Hanson - Ordinance Enforcement Officer for the City will be contacted to determine if his workload has become prohibitive to continuance as the Ordinance Officer, and other options (candidates) may be discussed. Carothers will “reach out” to Hanson for clarification of availability and intent. RESOLUTION 2022-2 - MUNICIPAL ANNUAL CERTIFICATION OF PROGRAM COMPLIANCE 2022: Motion (Neumann,) second (Riensche), followed by reading (by Carothers) and a 4-0 affirmative vote to approve/accept Resolution 2022-2 and authorize signature on Municipal Annual Certification of Program Compliance to Nebraska Board of Public Roads Classifications and Standards 2022. HOUSING COMMITTEE FOR HOUSING REHABILITATION PROGRAM: Determination was made that names of candidates/nominees for the Housing Committee be brought forward at the next Regular meeting. OPEN BURNING (TIM BROWN): Brown addressed members about several events of open burning with black smoke in his neighborhood, and indicated that the Fire Department (A.J. McCrimmon - Fire Chief) was called, and personal requests for stoppage made, but with short-term, minimal corrective response. Review will continue. KENO OPERATOR AGREEMENT and KENO SIGNS (STEVE BORGMAN): Borgman and Mayor Meyer signed a new agreement (with the only change from the original signing being the term date). Borgman requested consideration for sign(s) (Keno Lounge and Grill) to be strategically placed near the highway to encourage participation. Potential assist contacts were identified (Adams) - Tourism. Adams agreed to call. Cole suggested Department of Transportation (Keith Collhill? sp) for determination of type/dimensions/required stipulations for signage.
