August 2, 2022 The Regular meeting of Mayor and Council of Blue Springs, Nebraska was held on the 2nd day of August 2022, at 7PM at the Blue Springs City Hall. PRESENT: Mayor Meyer; Council members Neumann, Riensche, Sedlacek ABSENT; Council member Reedy OTHERS PRESENT: Employee Pike, Attorney Carothers, Rex Adams Notice of the Regular meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Mayor Meyer called the Regular meeting to order at 7 PM. Motion (Riensche), second (Neumann ), and vote (3-0 affirmative) to approve as sent minutes for the July 19, 2022 Regular meeting. Motion (Neumann), second (Sedlacek), and vote (3-0 affirmative) to approve claims as follow: Direct Payment - Internal Revenue (941) - $1,750.12; Payroll: $3,752.53; Abbott Portable Toilets - $125.00; Beatrice Daily Sun - $72.56; Blue River Area Agency on Aging (Annual Pmt) - $625.00; Blue Springs Fire Dept. (Donation - Car Show) - $950.00; Constellation Energy - $5.17; Hanna-Keelan (Revised Substandard Determination Study) - $1,500.00; Lauby Plumbing (Heat Pump Service) - $260.00; NE Dept of Revenue (501N) - $223.24; Milton Pike (Tel. REVISED COMMUNITY REDEVELOPMENT/TIF/ BLIGHT STUDY: Email of revised plan to be provided to all members for review and discussion at subsequent meeting. Carothers will make contact (Tim/Carl) to request map corrections. DEMOLITION PROJECT/THOMAS FOUNDATION GRANT: City grant application to be submitted 8/3 (Request for $35,000, City commitment $15,000 --- for four houses) Adams estimated Schlake demo equipment available in September, with return sometime yet in fall. CLEAN-UP: Two properties were added to the list for weeds, with potentiality of City clearance measures, and another property added that has ownership issues to be resolved hopefully in the near future. Properties previously on the list will be re-addressed, one with designated District Court action, and the other to receive personal contact to clarify the timeline of two weeks prior to court action, but also having an assistance element. Adams shared information about a memorial (Dennis Milburn), a previous resident and strong supporter of the community. US CENSUS BOUNDARY & ANNEXATION SURVEY/ ANDY CAROTHERS: Project completed. INFRASTRUCTURE IMPROVEMENTS/ SCOPE/LOAN OPPORTUNITIES, AND STATE REVOLVING FUND/WATER STUDY: Gilmore working on the PER to get the project moving. Topic will be returned to the agenda as soon as developing circumstances indicate. LOCATION OF CITY BURN PILE: Notification of the approved site to be shared with citizens. REVIEW OF SYRACUSE ORDINANCE: Considered a valuable tool, but not entirely relevant to current circumstances. To be filed for future consideration. POTENTIAL LAND TRACT EXCHANGE BETWEEN CITY AND CARMICHAEL: “ Land swap” does not meet State requirements as applied to Municipalities, and members agreed that benefit of acquiring the identified property would be minimal. The other parcel will be addressed as per requirements for City “surplus,“ Carothers will confer with Willet. TRACTOR SHOW DONATION (NEUMANN): Neumann reported that she had materials still available, and the Farmers Cooperative was bearing the cost of plaques, and therefore, “no request was made for funds.” DISCUSSION REGARDING SETTING THE LEVY FOR THE 2022-2023 BUDGET: Discussion favored leaving the levy “as is,” and was supported by motion (Sedlacek), second (Neumann ), and 4-0 affirmative vote. NEXT AGENDA: PLANNING & ZONING REVISED COMMUNITY REDEVELOPMENT/TIF/ BLIGHT STUDY DEMOLITION PROJECT CLEAN-UP RESOLUTION 2022-2 - MUNICIPAL ANNUAL CERTIFICATION OF PROGRAM COMPLIANCE 2022 There being no further business, a motion was made by Riensche at 7:40 PM to adjourn.
