October 4, 2022 The Regular meeting of Mayor and Council of Blue Springs, Nebraska was held at 7:00 PM, October 4, 2022, at the Blue Springs City Hall. PRESENT: Council members Neumann, Reedy Riensche, Sedlacek ABSENT; Mayor Meyer OTHERS PRESENT: Milton Pike, Attorney Andy Carothers, Rex Adams, Curt Hagerman, Devon/Deb Dorn Notice of the Regular meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Council President Reedy called the Regular meeting/hearing to order at 7:00 PM. Motion (Neumann), second (Sedlacek), and vote (4-0 affirmative) to approve as sent minutes for the September 20, 2022 Regular meeting. Motion (Neumann), second (Sedlacek), and vote (4-0 affirmative) to approve claims as follow: Direct Bank Payment - Internal Revenue Service (941) - $2,275.80; Payroll -- 3,783.78; Beatrice Daily Sun - $179.44; Beatrice Iron & Metal - $27.20; Constellation Energy - $7.38; Ideus Tree Service - $700.00; NE Dept. of Revenue (941N) - $383.24; NE UC Fund -$13.02; One-Call concepts, Inc. - $12.72; Milton Pike (Tel. Comp.) - $25.00; Security First Bank (Pike/IRA) - $110.00; Temps Disposal (Mandatory) - $2,466.00; Milford Woutzke (Tel. Comp.)- $5.00; Wymore, City of (Tower/Individual) - $1,195.05; Wymore Super Foods - $13.12; TOTAL CLAIMS: $11,196.75. REVISED COMMUNITY REDEVELOPMENT/TIF/ BLIGHT STUDY: Per arrangements by Carothers, Public Hearings of P & Z (6:30 PM) and Council (7:00 PM) scheduled for October 18th, 2022 at Blue Springs City Hall. Sept 30th was publication of first notice of hearings. Second notice of hearings to be published Oct 7th. Carothers prepared notices to all involved authorities (ESU, SECC, etc.) to assure full compliance with requirements. WATER PROJECT/STATE REVOLVING FUND: Members will be provided copies of the plan for review and commentary at the next Regular meeting. PLANNING & ZONING / NEW MEMBER ON P & Z COMMISSION: Notice of resignation was given by two members of the Planning & Zoning Commission (Bob Allen & Becky Reedy), both which will be effective following the October 18th Public Hearing of the Commission. Contingent on resignations, the following individuals were nominated for the P & Z Commission: Derek Kostal by motion (Reedy), second (Neumann), and a 4-0 affirmative vote; Deb Dorn by motion (Reedy), second (Neumann) and a 4-0 affirmative vote; and Curt Hagerman by motion (Reedy), second (Neumann), and 4-0 affirmative vote. DEMOLITION PROJECT: Per Adams, “Asbestos out” of one structure. Squares of asbestos and in basement to be removed at one location. And OPAT will give fuel donation to the City at the close of the demolition project. Regarding another location, per Carothers - NESHAP filed because of asbestos (Friday - with 10-day waiting period)- “soonest the 10th,’ Bockman to assist Employee Pike to separate asbestos. Shelby Temps will take qualifying waste if to Beatrice, not if to Milford. OPAT will pay for roll off at the time of associated. Another property was brought up and described as needing attention for review of “unsafe building” and building inspection request (Carothers). Per Adams, OPAT will pay for the inspection. CLEAN-UP: One property is to be filed in District Court. Another property to be filed in County Court. OTHER: $20,000 City Park Grant has been awarded (Dean Cole applied on behalf of City). Another grant has been prepared for Feit Park (benches, etc) (Dean Cole applied). Employee Pike has scraped saplings from Feit Park, and it has received positive comments. It was noted that the University Outdoor Adventure Classes “enjoy coming down here.” Pike will utilize some of the limestone from demolitions in a park landscaping project.
