November 15, 2022 The Regular meeting of Mayor and Council of Blue Springs, Nebraska were held 7:00 PM, November 15, 2022, at the Blue Springs City Hall. PRESENT: Mayor Meyer; Council members Neumann, Reedy (Arrived after meeting called to order), Riensche, Sedlacek ABSENT; OTHERS PRESENT: Employee Milton Pike, Attorney Andy Carothers, Curt Hagerman, Rex Adams, Derek Kostal, Terry Cary, Gladys Cary, Devin Dorn, Deb Dorn Notice of the Regular meeting was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Motion (Sedlacek), second (Riensche), 3-0 affirmative vote to approve as sent minutes for the November 1, 2022 Regular meeting of Mayor and Council. Motion (Riensche), second (Neumann), 4-0 affirmative vote to approve claims as follow: NE Dept. of Revenue (10) - Direct Payment - $110.11, Payroll: 2,480,84; Beatrice Daily Sun - $79.65; Cline- Williams (General Redevelopment - TIF Attorney) - $3,800.00; G. B Auto Service - $1,172.58, Lauby Plumbing, Heating, Air - $15.48;Municipal Supply - $445.44; NE Dept. of Revenue (51C) - $448.44; Norris Public Power - $995.79; One-Call Concepts, Inc. - $2.36; O’Reilly Automotive - $237.86; Milton Pike (Postage Reimb. - Water Sample) - $27.70; Security First Bank (Pike IRA) - $55.00; Temps Disposal Service -(DEMOLITION0) ) $1,050.00; Visa - $1,124.11; Windstream - $83.71; Wymore, City of (Tower) - $838.31; TOTAL CLAIMS $12,967.38 . WATER PROJECT/STATE REVOLVING FUND/NEXT STEP: Sedlacek to contact McNulty to get the project underway. PLANNING & ZONING: Two applications for building permits for new homes (22-7 & 22-8 - both for Vortex Building (Maddox) were provided for review and consideration. Setbacks were reviewed, with Carothers to contact Hanna Keelan for clarification of one issue. One location (22-8 - new home) was determined to have lot corners located, and one (22-7) not yet accomplished. Motion (Sedlacek), second (Riensche) and 4-0 affirmative vote to approve Building Permit Application 22-8, and the applicant will be advised of approval and fee. Building Permit Application 22-7-- new home, will be considered for approval when determination of lot corners is complete (with meeting of Planning & Zoning Commission - 6:30 p. m., December 6 - for which Carothers will provide posting information) and Mayor and Council will discuss recommendation of P & Z at the December 6, 7:00 PM Regular Council meeting that will follow. DEMOLITION PROJECT: One property owner gave consent for asbestos checking and City demolition. A date is to be determined for inspection for another property. As soon as personal possessions are removed from another house, processes leading up to demolition may begin. Another property owner agreed to allow inspection and City demolition process to begin after removal of materials, and they expressed wishes to sell the property. Demolition (foundation) debris was discussed with determination made that parties who express interest may remove it from property. It was decided that Clausen be contacted to provide dirt where need is determined after demolition. Other properties were identified for potential inclusion in the next demolition project. CLEAN-UP: Continuance until Tuesday after Thanksgiving for court proceedings for one individual. Review of legal serving in regard to another situation will continue.
