December 20, 2022 The Regular meeting of Mayor and Council of Blue Springs, Nebraska were held 7:00 PM, December 20, 2022, at the Blue Springs City Hall. PRESENT: Mayor Meyer; Council members Neumann, Riensche, Sedlacek ABSENT; Council member Reedy OTHERS PRESENT: Employee Milton Pike, Attorney Andy Carothers, Connie Mewes, Don Schuller Notice of the Regular meeting was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Motion (Neumann), second (Riensche), 3-0 affirmative vote to approve as sent minutes for the December 6, 2022 Regular meeting of Mayor and Council. Motion (Neumann), second (Sedlacek), 3-0 affirmative vote to approve claims as follow: Bank Direct - NE Dept. of Revenue (10) - $96.68; Payroll: - $2,646.25; Arbor Ink - $168.66; Beatrice Daily Sun - $69.61; Beatrice Sand & Gravel - $148.03; Black Hills Energy - $128.30; Blue Springs Fire Dept. (MFO/MFA funds for supplies/equipment) - $20,000.00; Gage County Clerk (Election Statement) - $348.45; Lauby Plumbing -$26.73; Municipal Supply - $199.85: NE Public Health Environmental Labs - $45.00; NE U.C. Fund - $28.38; Norris Public Power - $1,041.41; Visa - $1,284.16; Cline Willams -(Redevelopment) - $37.50; Windstream - $83.71; Win water - $60.00; Wymore Super Foods - $205.00; TOTAL CLAIMS: $26,617.72. 2023 APPOINTMENT OF STREET SUPERINTENDENT, KEITH GILMORE, Lic S-697, Class A, PEL E-5721 (Clarification for NDOT): 2023 approval by: Motion ( Sedlacek), second (Riensche), 3-0 affirmative vote. WATER PROJECT/STATE REVOLVING FUND: Paperwork continues to be complied in support of the project. PLANNING & ZONING - APPLICATION FOR BUILDING PERMITS (as submitted) : No new applications. DEMOLITION PROJECT: Initial selections for the next project have been made. CLEAN-UP: Present actions continue. New address for owner of one property and contact info (telephone), will be pursued. ZITO MIDWEST CONTRACT/RESOLUTION 2022-6: Carothers noted need for language changes, and he will draft changes for review at the next or subsequent Regular meeting. Other: Don Schuller provided information about projects and fund availability through USDA Rural Development - “Rural America’s Partner in Prosperity.” Materials will be copied and made available to members. Connie Mewes asked it there was any possibility Main Street could be straightened out between Jefferson and Washington. Pike and Sedlacek will review the situation. NEXT AGENDA: WATER PROJECT/STATE REVOLVING FUND PLANNING & ZONING - APPLICATION FOR BUILDING PERMITS (as submitted) DEMOLITION PROJECT CLEAN-UP ZITO MIDWEST CONTRACT/RESOLUTION 2022-6/ REVISION There being no further business, a motion was made by Neumann at 7:40 PM to adjourn.
